The Annual Report of the Independent Commission Against Corruption (ICAC) Complaints Committee for 2007 was tabled in the Legislative Council today (July 2). This is the 13th annual report published by the committee to provide an account of its work in 2007 to the public.
The committee is tasked with a major responsibility to monitor the handling of non-criminal complaints against the ICAC and its officers. The committee takes an independent view on the ICAC's investigation findings on the complaints received, reviews the ICAC's procedures, guidelines and practices which may lead to complaints and makes recommendations for improvement.
In 2007, the committee received 18 complaints comprising 43 allegations against the ICAC and its officers. Among these allegations, 40% were related to neglect of duties, 30% abuse of power and 28% misconduct by ICAC officers. The remaining were related to inadequacies of the ICAC's procedures.
During the year, the committee held three meetings to consider papers and reports on 23 complaints comprising 65 allegations. In respect of the two allegations found to be substantiated, the relevant ICAC officers were already given appropriate advice.
In the course of examination, the committee has scrutinised the internal procedures, guidelines and practices of the ICAC. In response to the recommendations of the committee, the ICAC has put in place improvement measures.
In 2007, the committee was chaired by Mr Andrew Liao Cheung-sing. Other members were Mr Anthony Chan Kin-keung, Mr Tommy Cheung Yu-yan, Miss Anna Chow Suk-han, Mr Fred Li Wah-ming, Mr Jasper Tsang Yok-sing, Ms Wong Mee-chun, and Mr Tony Ma, the representative of The Ombudsman.
