Nominations for LegCo election to open on July 19

    The nomination period for the 2008 Legislative Council election will run from July 19 to August 1.

    In the election on September 7, a total of 60 members will be returned to the Legislative Council, 30 by geographical constituencies and 30 by functional constituencies.

    "To run for a seat in a geographical constituency, a nominee must be a registered geographical constituency elector aged 21 or above," a spokesman for the Registration and Electoral Office (REO) said today (June 20).

    The nominee must also have ordinarily resided in Hong Kong for the three years immediately before his or her nomination, and be a Chinese citizen who is a Hong Kong permanent resident with no right of abode in a foreign country, the spokesman added.

    For the functional constituency election, the nominee must be a registered elector for, or have a substantial connection with, the relevant functional constituency. He must also be a registered geographical constituency elector aged 21 or above and have ordinarily resided in Hong Kong for the three years immediately before his or her nomination.

    The spokesman said the nominee must also be a Chinese citizen who is a Hong Kong permanent resident with no right of abode in a foreign country. However, the candidature in 12 functional constituencies is open to Hong Kong permanent residents who are not Chinese nationals or who have the right of abode in a foreign country. These constituencies are: legal; accountancy; engineering; architectural, surveying and planning; real estate and construction; tourism; commercial (first); industrial (first); finance; financial services; import and export; and insurance.

    The Returning Officers and Assistant Returning Officers for the five geographical constituencies and 28 functional constituencies in the election have been appointed. They will deal with the nomination of candidates and other electoral duties for the constituency under their charge.

    "Completed nomination forms must be handed in person by the nominees to the relevant Returning Officer within the nomination period, from 9am to 5pm from Monday to Friday and from 9am to noon on Saturday," the spokesman said.

    For the geographical constituency election, each list of candidates needs to be subscribed by 100 registered electors of the constituency concerned, and a deposit of $50,000 must be paid. The number of subscribers on their nomination form must not be more than 200.

    For the functional constituency election, each nominee must be subscribed by 10 registered electors of the constituency concerned and a deposit of $25,000 must be paid. The number of subscribers on their nomination form must not be more than 20.

    Nomination forms are available from the District Offices, the relevant Returning Officer's office, or from the REO at 10/F, Harbour Centre, 25 Harbour Road, Wan Chai. They can also be downloaded from www.reo.gov.hk.

    "Nominees are advised to submit their nominations as early as possible so that they will have time to rectify any mistakes in the forms before the close of nomination," the spokesman said.

    Notices of the election and the appointment of Returning Officers and Assistant Returning Officers, with their office address, were published in the Gazette today.
