Draft Cheung Sha Wan Outline Zoning Plan approved

    The Chief Executive in Council has approved the draft Cheung Sha Wan Outline Zoning Plan (OZP).

    "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Cheung Sha Wan area," a spokesman for the Town Planning Board said today (June 13).

    The Planning Scheme Area, covering about 328 hectares of land, is located in West Kowloon within the Sham Shui Po Administration District.

    About 2.2 hectares of land is zoned "Commercial" which covers the existing commercial buildings in the area, namely Trade Square, Dragon Centre, Lai Sun Commercial Centre and Cheung Sha Wan Plaza.

    About 0.6 hectare of land is zoned "Comprehensive Development Area" ("CDA"). The "CDA" site at Tai Po Road is intended for comprehensive development for low-to-medium density residential use while the "CDA(1)" site at the junction of Tung Chau Street and Fat Tseung Street is intended for comprehensive redevelopment of the area to include predominantly residential use with ancillary retail facilities.

    A total of 87.8 hectares of land is zoned "Residential (Group A)".  This zone is intended for high-density residential development, including both private residential developments and public housing estates.
   
    About 2.7 hectares of land is zoned "Residential (Group C)" ("R(C)"), which is intended for low-to-medium density residential developments.  The "R(C)" zone covers five existing private residential developments along Tai Po Road and one residential site along Caldecott Road.

    The "Residential (Group E)" zone, with an area of about 2.2 hectares, is intended for phasing out the existing industrial uses through redevelopment or conversion for residential use on application to the Town Planning Board.  Two sites at the junction of Un Chau Street and Wing Lung Street as well as two sites at the junction of Yee Kuk Street and Fat Tseung Street are under this zoning. 

    Some 39.8 hectares of land is zoned "Government, Institution or Community" which covers a wide range of government, institution or community facilities to serve local residents in the area and adjoining districts. In addition, a total of 26.8 hectares of land is zoned "Open Space" to provide outdoor open-air public space for active and/or passive recreational uses.

    About 25.9 hectares of land is zoned "Other Specified Uses" ("OU").  This zone covers land allocated for specific uses, such as cemetery and petrol filling stations.  The entire Cheung Sha Wan Industrial Area is zoned "OU" annotated "Business", which is intended primarily for general business uses.

    About 50.8 hectares of land is zoned "Green Belt" which mainly covers the wooded foothills to the north of Ching Cheung Road and Tai Po Road.

    Two areas of about 1.1 hectares of land are designated as Urban Renewal Authority (URA) Development Scheme Plan (DSP) Area.  The DSP for Lai Chi Kok Road/Kweilin Street and Yee Kuk Street will be developed for commercial/residential uses with public open space.  The DSP for Hai Tan Street/Kweilin Street and Pei Ho Street will be developed for commercial/residential/government, institution or community uses with public open space.

    The approved Cheung Sha Wan OZP No. S/K5/31 is now available for public inspection during normal office hours at the secretariat of the Town Planning Board, the planning enquiry counters of the Planning Department in North Point and Sha Tin, the Tsuen Wan and West Kowloon District Planning Office and the Sham Shui Po District Office.

    Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei.  An electronic version of the plan can be viewed at the Town Planning Board's website (www.info.gov.hk/tpb).
