Appointments to the Committee on the Promotion of Civic Education

    The Government today (March 25) announced the re-appointment of nine members and appointment of four new members to the Committee on the Promotion of Civic Education (CPCE) for a two-year term starting from April 1. A list of the appointments is as follows:

    The committee also includes representatives from the Home Affairs Bureau, Education Bureau, Information Services Department, Department of Justice, Social Welfare Department, Hong Kong Police Force, Radio Television Hong Kong and Independent Commission Against Corruption.

    The CPCE is a non-statutory advisory body tasked with the promotion of civic education outside schools through a range of publicity and educational programmes.

    Promoting national awareness among the general public is one of the major aspects of promoting civic education. With the approval from the Secretary for Home Affairs, the CPCE has recently revised its terms of reference to more clearly reflect its function in the promotion of national education, so as to tie in with its enhancement in this area of work. The revised terms of reference of the CPCE with effect from April:

(1)  Study, discuss and make proposals on the objectives and scope of civic education and its ways of implementation, including mapping out the strategy and plans on promotion of national education and encouraging co-operation amongst the Government, voluntary agencies, youth organisations, district and community organisations in promoting national education;

(2)  Liaise with and assist in the efforts of various Government departments and community organisations in promoting civic education;

(3)  Encourage all sectors of the community to actively promote civic and national awareness, the respective responsibilities and to participate in associated activities, as well as to provide the necessary guidelines and support for this purpose.
