Independent Commission on Remuneration for Members of Exco and Legco, and Officials under the Political Appointment System

    The Chief Executive had appointed the following people to the Independent Commission on Remuneration for Members of the Executive Council and the Legislature, and Officials under the Political Appointment System of the Hong Kong Special Administrative Region, a government spokesman announced today (March 17).

    The appointments will be for a term of three years, from April 1, 2008, to March 31, 2011.

    Mr Chow Chung-kong and Mrs Betty Yuen So Siu-mai are new appointees to the Independent Commission. 

    Apart from being the Chief Executive Officer of the MTR Corporation Limited and Non-executive Chairman of the Standard Chartered Bank (Hong Kong) Limited, Mr Chow is a member of the Standing Committee on Directorate Salaries and Conditions of Service. 

    Mrs Yuen is Managing Director of CLP Power Hong Kong Ltd and a member of the Independent Commission on Remuneration for Members of the District Councils of the Hong Kong Special Administrative Region.

    "Mr Chow and Mrs Yuen are prominent leaders in their respective fields. 

    "Their experience in the private sector, and their service on the advisory committees on salaries and conditions in the public sector will be of benefit to the work of the Independent Commission," the spokesman said.

    The Chairman, Mr Cheng, and three serving members, Professor Liu, Mr Ng and Mr Lo, are re-appointed. 

    "We sincerely thank the chairman and members of the Independent Commission for their substantial contributions in the past years, including those relating to the review of the remuneration package for members of the fourth-term Legislative Council," the spokesman said.

    Two serving members, Mr Chung Pui-lam and Mr Tim Lui Tim-leung, will retire on March 31, 2008.

    "We wish to express our gratitude to Mr Chung and Mr Lui for the invaluable advice they have given during their terms of office since 2002."

    Formerly known as the Independent Commission on Remuneration for Members of the Executive Council and the Legislature of the Hong Kong Special Administrative Region, the Independent Commission has been renamed to reflect the expansion of its terms of reference with effect from April 1 to cover the remuneration for officials under the Political Appointment System.

    With the expansion, the Independent Commission will advise the Government on matters relating to the systems of remuneration for officials under the Political Appointment System as well as those for Members of the Executive Council and the Legislative Council. 

    The terms of reference of the Independent Commission are attached at the annex.
