Police will implement crowd control measures and special traffic arrangements in Tsim Sha Tsui and Hung Hom to facilitate the public to celebrate Christmas and New Year.
Traditionally crowds are attracted to see the Christmas lightings along Park Lane, Canton Road, Centenary Garden, Star Ferry and the promenade during the festive period.
As there are a number of road works on Salisbury Road and Kowloon Park Drive, members of the public are advised not to attempt to climb or lean against the fence as the equipments in the sites may cause danger to them.
A Police spokesman called on members of the public not to discharge aerosol spray in public places as such an act may constitute an offence of disorderly conduct under the Public Order Ordinance.
Members of the public are urged to follow the instructions given by Police officers when they are in crowded areas and should take heed of Police advice, posters and broadcast.
The following traffic arrangements will be implemented on December 24 and December 31 in phases.
Closure of Hung Hom By-pass at 5pm on December 24 and at 6.30pm on December 31

1. Mody Lane will be closed. All traffic on eastbound Salisbury Road cannot turn left into northbound Mody Lane;
2. Traffic on westbound Mody Road will not be allowed to turn left into southbound Mody Lane and traffic on eastbound Mody Road will not be allowed to turn right into southbound Mody Lane;
3. Traffic on eastbound Salisbury Road outside Hotel Nikko will not be allowed to turn right to the lead-way into westbound Salisbury Road;
4. Traffic from southbound Hung Hom Road will be directed off the Hung Hom By-pass to the roundabout at Cheong Tung Road South;
5. Southbound Princess Margaret Road Link will be closed at its junction with southbound Hung Hom By-pass;
6. All traffic on eastbound Metropolis Drive will not be permitted to turn right into southbound Hung Hom By-pass;
7. Southbound Salisbury Elevated Road (near International Mail Centre) and Hong Wan Path will be closed;
8. Eastbound Hung Hom Bypass outside Empire Centre will be closed.
Bus Diversion at 5.30pm on December 24 and at 7pm on December 31

1. All franchised buses on southbound Nathan Road will be diverted into westbound Public Square Street and Jordan Road respectively;
2. Southbound Kowloon Park Drive at its junction with Canton Road will be restricted for the use of franchised buses only;
3. Northbound traffic on Kowloon Park Drive will not be allowed to turn left into southbound Canton Road;
4. Buses along westbound Jordon Road should go straight to Wui Cheung Road Bus Terminus via Lin Cheung Road and will not be allowed to turn left into Canton Road;
5. Westbound traffic on Middle Road will not be allowed to turn left into southbound Kowloon Park Drive;
6. All franchised buses along southbound Chatham Road South will be diverted into eastbound Granville Road where a temporary bus terminus will be set up;
7. Granville Road east of Chatham Road South will be re-routed one-way eastbound and restricted to franchised buses and public light buses only;
8. Traffic on Science Museum Road will not be allowed to turn into Granville Road; and
9. Granville Square will be closed.
Pedestrianisation at 6pm on December 24 and at 7.30pm on December 31

The following road closures and traffic diversions will be implemented during pedestrianisation:
1. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed. Traffic along southbound Canton Road will be allowed access to the China Hong Kong City terminus or directed to make a U-turn to northbound Canton Road at its junction with Kowloon Park Drive;
2. Northbound Kowloon Park Drive and a section of Salisbury Road between Canton Road and Kowloon Park Drive will be restricted to franchise buses only;
3. Haiphong Road, Ichang Street, Peking Road, Middle Road, Ashley Road, Hankow Road and Lock Road will be closed;
4. A section of Salisbury Road between Kowloon Park Drive and Science Museum Road will be closed;
5. Northbound Nathan Road between Bowring Street and Salisbury Road will be closed;
6. A section of southbound Nathan Road between Granville Road and Salisbury Road will be closed. All southbound traffic will be diverted into eastbound Granville Road;
7. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed one-way eastbound;
8. Traffic along northbound Carnarvon Road cannot turn left into westbound Kimberley Road;
9. Cameron Road will be closed. Traffic on southbound Chatham Road South cannot turn right into westbound Cameron Road;
10. Carnarvon Road's junction with Granville Road, Hau Fook Street, Cameron Lane, Humphreys Avenue, Prat Avenue, Hart Avenue, Hanoi Road, Cornwall Avenue, and Bristol Avenue will be closed;
11. Northbound Chatham Road South between Salisbury Road and Granville Road will be closed;
12. Southbound Chatham Road South between Mody Road and Salisbury Road will be closed. Traffic will be diverted to turn left into eastbound Mody Road;
13. A section of Mody Road between Chatham Road South and Science Museum Road will be re-routed one-way eastbound. Traffic on Science Museum Road cannot turn into Mody Road;
14. Science Museum Path will be closed. Traffic on Hong Tat Path cannot turn into Science Museum Path;
15. Minden Row, Minden Avenue and Blenheim Avenue will be closed;
16. Salisbury Road/Middle Road access to East Tsim Sha Tsui MTR Station Public Transport Interchange will be closed for traffic;
17. The access road from Austin Road West to West Kowloon Waterfront Promenade will be closed; and
18. Bus Terminus at Mody Road will be closed.
Pedestrianisation of Star Ferry Bus Concourse

Star Ferry Bus Concourse will be pedestrianised when situation warrants:
1. Access of franchised buses to the Star Ferry Bus Terminus via southbound Kowloon Park Drive will be prohibited. All buses will be directed to make a U-turn at the junction of Canton Road and Kowloon Park Drive. Temporary bus stops will be located outside Lai Chack Middle School on Canton Road; and
2. All remaining buses at the Concourse will be directed to leave the terminus via northbound Kowloon Park Drive.
Pedestrianisation of Tsim Sha Tsui area

Police may further pedestrianise Tsim Sha Tsui area if required. In such case, the following road closures and traffic diversions will be implemented:
1. A section of southbound Nathan Road between Jordan Road and Granville Road will be closed to traffic. Traffic along southbound Nathan Road will be diverted into westbound Jordan Road. A section of Bowring Street between Pilkem Street and Nathan Road will be closed to traffic. Traffic along westbound Jordan Road cannot turn left into southbound Nathan Road;
2. Vehicles on eastbound Austin Road are not allowed to turn right into southbound Nathan Road;
3. Pine Tree Hill Road and Hillwood Road will be closed to traffic. Traffic along Austin Road is not allowed to turn into Pine Tree Hill Road;
4. Traffic along eastbound Austin Road will be prohibited to turn into Austin Avenue;
5. A section of Kimberley Road between Nathan Road and Observatory Road, Kimberley Street, Shun Yee Street, Granville Road, Granville Circuit, and a section of Carnarvon Road between Granville Road and Kimberley Road will be closed to traffic. Vehicles on Observatory Road are not allowed to turn into Kimberly Street;
6. A section of northbound Chatham Road South between Granville Road and Observatory Road will be closed to traffic;
7. Southbound Chatham Road South between Cheong Wan Road and Granville Road will be restricted to franchised buses and public light buses. Other traffic along southbound Chatham Road South will be diverted into Austin Road and Cheong Wan Road;
8. Southbound Chatham Road South between Granville Road and Mody Road will be closed. It will be retained as an access route for emergency vehicles;
9. Mody Road and Mody Square will be closed; and
10. Southbound Salisbury Road will be closed at its junction with Hong Chong Road.
Emergency Access

Southbound Kowloon Park Drive, southbound Chatham Road South, Hung Hom Bypass from southbound Hung Hom Road and the unnamed access road from Austin Road West to West Kowloon Waterfront Promenade will be retained as emergency access routes for emergency vehicles during the period of road closures.
Hotel access
---------------
Vehicular access to and from hotels within the affected areas will not be permitted during the period of road closures. Vehicles bearing hotel logos will be allowed to let passengers alight at the junction of Chatham Road South and Mody Road and at the junction of Kowloon Park Drive and Peking Road only.
Carpark access

Carparks affected by the road closures will be closed at the commencement of bus diversion and will remain closed during the road closure period.
On-street parking

With effect from 3pm on December 24 until 3am on December 25 and 3pm on December 31 until 3am on January 1, 2008, all on-street parking in the area south of Austin Road and Cheong Wan Road and the parking spaces at West Kowloon Waterfront Promenade will be suspended. All illegally parked vehicles will be towed away.
