Draft Tsz Wan Shan, Diamond Hill and San Po Kong Outline Zoning Plan approved

    The Chief Executive in Council has approved draft Tsz Wan Shan, Diamond Hill and San Po Kong Outline Zoning Plan (OZP).

     "The approved OZP provides a statutory land use framework to guide development and redevelopment in the Tsz Wan Shan, Diamond Hill and San Po Kong area," a spokesman for the Town Planning Board said today (November 16).

     The Planning Scheme Area, covering about 325 hectares of land, is located in the Wong Tai Sin District within East Kowloon.  The Area is bounded by Hammer Hill to the east and southeast, Unicorn Ridge and Temple Hill to the north, Lion Rock to the west, and Kai Tak new development area to the south.

     The predominant land use of the Area is residential use. About 107.9 hectares of land is zoned "Residential (Group A)" covering the major existing and proposed residential developments.  In addition, a site with an area about 7.2 hectares bounded by Lung Cheung Road and Choi Hung Road to the south of Diamond Hill Mass Transit Railway Station is zoned "Comprehensive Development Area" to facilitate comprehensive development comprising public housing, commercial facilities, schools and other Government, institution or community facilities.

     The industrial area in San Po Kong is under transformation to meet the changing needs of the industrial and business sectors.  Two areas currently occupied by the San Po Kong Flatted Factory Estate at King Fuk Street are zoned "Industrial" (about 2.7 hectares) and alternative land use proposals for these areas would be subject to further review.

     The remaining industrial sites in San Po Kong are zoned "Other Specified Uses" annotated "Business" ("OU(Business)") (about 11 hectares) to cater for information technology and telecommunications industries, non-polluting industrial, office and other commercial uses.

     About 13.6 hectares of land is zoned "Other Specified Uses" for specific uses, including the afore-mentioned "OU(Business)" sites in San Po Kong and an "Other Specified Uses" annotated "Commercial/Residential Development Above Public Transport Terminus" site at Lung Cheung Road.

     To serve the local and district needs, about 48 hectares of land is zoned "Government, Institution or Community".  Examples of the major existing facilities are Wong Tai Sin Police Station, Wong Tai Sin Infirmary and Our Lady of Maryknoll Hospital, Wu York Yu Clinic, Chi Lin Nunnery and Home for the Aged, Hong Kong School for the Deaf, and Wong Tai Sin Temple.

     About 25.3 hectares of land is zoned "Open Space" to cater for active and passive recreational uses.  Some 71.3 hectares of land is zoned "Green Belt" and the rest of the Area, about 49.1 hectares, is for major roads and other uses.

     The approved Tsz Wan Shan, Diamond Hill and San Po Kong OZP No. S/K11/22 is now available for public inspection during office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Kowloon District Planning Office, and the Wong Tai Sin District Office.

     Copies of the approved OZP are available for sale at Map Publications Centres in North Point and Yau Ma Tei.  The electronic version of the plan is viewable from the Board's website at http://www.info.gov.hk/tpb.
