Speech by SCS at the Secretary for the Civil Service's Commendation Awards Presentation Ceremony (English translation)

    Following is the translation of the speech by the Secretary for the Civil Service, Miss Denise Yue, at the Secretary for the Civil Service's Commendation Awards Presentation Ceremony today (November 15):

Distinguished guests, colleagues, ladies and gentlemen,

     Welcome to today's presentation ceremony.

     First of all, I would like to extend my warmest congratulations to colleagues awarded the Secretary for the Civil Service (SCS)'s Commendation. I take this opportunity to thank them for their contributions towards the Government, their departments and the community.

     This is the fourth presentation ceremony held for the SCS's Commendation Award Scheme, which was introduced in 2004 to give deserving civil servants recognition for consistently outstanding performance in their daily work. There are altogether 75 awardees this year.  They come from 38 bureaus and departments, and many of them are colleagues from the lower band of the civil service.  

     A clean, professional and politically neutral civil service is an integral part of effective governance and administration.  In his recent Policy Address, the Chief Executive has also given due recognition to civil servants' contributions. He said that civil servants, who were required to achieve enhanced productivity in delivering public services in the front line, could still maintain quality services and meet the rising expectations of the public in both quantity and quality. He thanked civil servants for their strenuous efforts. He took pride in them and believed that they were Hong Kong's pride too. I am confident that civil servants will continue to give staunch support to the Chief Executive in implementing the beliefs underlying his policies and governance, and adhere to the "people-based" principle in serving the community of Hong Kong.

     Lastly, may I once again congratulate each and every awardee.
