The Government announced today (October 12) the following senior appointments:
(a) Mr Stanley Ying Yiu-hong, Permanent Secretary for Security, will assume the post of Permanent Secretary for Financial Services and the Treasury (Treasury) on November 5, 2007. He will succeed Mr Alan Lai Nin who will retire after 33 years of service;
(b) Ms Chang King-yiu, Permanent Secretary, Chief Executive's Office, will assume the post of Permanent Secretary for Security on October 31, 2007;
(c) Ms Elizabeth Tse Man-yee, Director of Administration, will assume the post of Permanent Secretary, Chief Executive's Office on October 29, 2007; and
(d) Miss Jennifer Mak Yee-ming, Deputy Secretary for the Civil Service, will assume the post of Director of Administration on October 24, 2007.
Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue, said, "The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead."
On the retirement of Mr Lai, Miss Yue said, "Mr Lai has rendered 33 years of loyal and dedicated service to the community and has made exemplary contributions to the development of Hong Kong in various spheres. During his tenure as Permanent Secretary for Financial Services and the Treasury (Treasury), he has made commendable efforts in formulating and implementing various policies and measures to promote the effective management of public revenue and expenditure, thereby ensuring that the Administration maintains strict fiscal discipline whilst remaining responsive to the needs and aspirations of the Hong Kong community. We sincerely wish him a happy retirement."
Brief biographical notes on the five officers are set out below:
Mr Alan Lai Nin, JP

Aged 56. Mr Lai joined the Government in June 1974, serving initially as a Judicial Clerk and later as an Executive Officer. He joined the Administrative Service in October 1976 and rose to his present rank of Administrative Officer Staff Grade A1 in August 2001.
Mr Lai has served in various bureaus and departments, including the former New Territories Administration, Home Affairs Department, the former Office of Unofficial Members of Executive and Legislative Councils, Independent Commission Against Corruption, the former Trade Department and the former Chief Secretary's Office. Mr Lai was Deputy Secretary for the Treasury from May 1995 to May 1996, Director-General of Trade from July 1996 to July 1999, and Commissioner, Independent Commission Against Corruption from July 1999 to June 2002. He has been Permanent Secretary for Financial Services and the Treasury (Treasury) since July 2002.
Mr Stanley Ying Yiu-hong, JP

Aged 47. Mr Ying joined the Administrative Service in August 1983 and rose to his present rank of Administrative Officer Staff Grade A1 in April 2007.
Mr Ying has served in various bureaus and departments, including the former Education and Manpower Branch, the former Councils and Administration Branch, the former City and New Territories Administration, the former General Duties Branch, the former Constitutional Affairs Branch, the former Civil Service Branch, the former Chief Secretary's Office and the former Trade Department. He was Senior Assistant Director of Education from August 1999 to July 2000 and Deputy Secretary for the Treasury (later renamed Deputy Secretary for Financial Services and the Treasury (Treasury)) from July 2000 to October 2003. He has been Permanent Secretary for Security since October 2003.
Ms Chang King-yiu, JP

Aged 46. Ms Chang joined the Administrative Service in August 1983 and rose to her present rank of Administrative Officer Staff Grade A in April 2006.
Ms Chang has served in various bureaus and departments, including the former City and New Territories Administration (later renamed Home Affairs Department), the former Medical and Health Department, the former Transport Branch, the former Security Branch, the former Planning, Environment and Lands Branch and the former Home Affairs Branch. Ms Chang was Deputy Secretary for Security from January 1997 to October 2000, Deputy Director of Administration from October 2000 to March 2004 and Director of Administration from March 2004 to February 2006. She has been Permanent Secretary, Chief Executive's Office since February 2006.
Ms Elizabeth Tse Man-yee, JP

Aged 45. Ms Tse joined the Administrative Service in August 1984 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2005.
Ms Tse has served in various bureaus and departments, including the former Security Branch, the former City and New Territories Administration, the former Economic Services Branch, the former Finance Branch, the former New Airport Projects Co-ordination Office and the former Trade and Industry Branch. Ms Tse was Deputy Secretary for the Treasury (later renamed Deputy Secretary for Financial Services and the Treasury (Treasury)) from July 1999 to April 2006. She has been Director of Administration since April 2006.
Miss Jennifer Mak Yee-ming, JP

Aged 49. Miss Mak joined the Administrative Service in August 1981 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2004.
Miss Mak has served in various bureaus and departments, including Social Welfare Department, the former Standing Committee on Civil Service Salaries and Conditions of Service, Lands Department, the former Administrative Services and Information Branch, the former City and New Territories Administration, the former Transport Branch, the former Economic Services Branch and the former Trade Department. Miss Mak was Deputy Director of Housing (Administration) (later renamed Director Corporate Services) from January 1997 to August 2000. She has been Deputy Secretary for the Civil Service since October 2000.
