Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary announced today (July 13) the appointment of Ms Chan Wai-mun, Ms Debbie Ng Chung-yee, Mr Yu Cheuk-man, Ms Veronica Heung Shuk-han and Mr Chu Chung-keung as Special Magistrates.

     All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.  The appointments will take effect from July 16, 2007, except that of Ms Veronica Heung Shuk-han and Mr Chu Chung-keung which will be effective from July 23, 2007 and August 1, 2007 respectively.

     The biographical notes of the newly-appointed Special Magistrates are as follows:

Ms Chan Wai-mun

     Ms Chan was born in Hong Kong in 1968.  She obtained LL.B from the University of Wolverhampton in 1996 and P.C.LL. from the City University of Hong Kong in 1997.  She was called to the Bar in Hong Kong in 1999.  She joined the then Legal Department as Court Prosecutor in 1992.  She was in private practice since 2001 and also served as Deputy Special Magistrate in the Hong Kong Judiciary on a number of occasions.  

Ms Debbie Ng Chung-yee

     Ms Ng was born in Hong Kong in 1965.  She obtained LL.B from the University of Wolverhampton in 1997 and P.C.LL. from the University of Hong Kong in 1998.  She further obtained Master of Laws (Intellectual Property) from the University of London in 1999.  She was admitted as a solicitor in Hong Kong in 2001.  She joined the then Legal Department as Court Prosecutor in 1992 and also worked as Legal Trainee (Solicitor) from 1999 to 2001.  She was a Senior Inspector (Enforcement) in the Mandatory Provident Fund Schemes Authority from 2001 to 2002.  She was appointed by the Hong Kong Judiciary as Deputy Special Magistrate from 2002 to 2003 and then worked as Manager (Enforcement) and Assistant Counsel (Legal Services) in the Securities and Futures Commission between 2003 and 2006.  She was appointed by the Hong Kong Judiciary again as Deputy Special Magistrate since 2006.

Mr Yu Cheuk-man

     Mr Yu was born in Hong Kong in 1953.  He obtained LL.B from the University of London in 1993 and P.C.LL. from the University of Hong Kong in 1996.  He further obtained LL. M. from the City University of Hong Kong in 1998.  He was admitted as a solicitor in Hong Kong in 1999.  He was in private practice since 1999 and also served as Deputy Special Magistrate in the Hong Kong Judiciary on a number of occasions.

Ms Veronica Heung Shuk-han

     Ms Heung was born in Hong Kong.  She obtained LL.B from the University of London (External) in 2000 and P.C.LL. from the University of Hong Kong in 2001.  She was admitted as a solicitor in Hong Kong in 2003.  She joined the then Legal Department as Court Prosecutor in 1995 and was in private practice since 2003.

Mr Chu Chung-keung

     Mr Chu was born in Hong Kong in 1958.  He obtained LL.B from the University of Wolverhampton in 1994 and passed the Bar Finals Examination in 1996.  He was called to the Bar in the United Kingdom and in Hong Kong in 1996 and 1997 respectively.  He joined the then Legal Department as Court Prosecutor in 1989 and was promoted to Senior Court Prosecutor II since 1995.
