Senior Appointments (with photos)

    The Government announced today (June 25) the following senior appointments:

(a)  Miss Cheung Siu-hing, Deputy Secretary for Security, will assume the post of Director of Agriculture, Fisheries and Conservation on July 16, 2007;

(b)  Mrs Cherry Tse Ling Kit-ching, Permanent Secretary for Constitutional Affairs, will assume the post of Commissioner for Labour on July 1, 2007; and

(c)  Mrs Betty Fung Ching Suk-yee, Deputy Secretary for Education and Manpower, will assume the post of Director of Information Services on July 16, 2007.

     Commenting on the appointments, the Secretary for the Civil Service Miss Denise Yue, said, ¡§The appointees are seasoned Administrative Officers with rich experience in public administration and proven leadership and management skills. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead.¡¨

     Brief biographical notes on the three officers are set out below:

Miss Cheung Siu-hing
--------------------

     Aged 48. Miss Cheung Siu-hing joined the Administrative Service in August 1983 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2005.

     Miss Cheung has served in various bureaus and departments including the former Civil Service Branch, the former Security Branch, the former Medical and Health Department, the former Trade and Industry Branch, the former Planning, Environment and Lands Branch, the former Chief Secretary¡¦s Office and Secondment to the Secretariat of Asia-Pacific Economic Co-operation. She was Deputy Secretary for Trade and Industry from October 1997 to February 2000, Deputy Secretary for Security from March 2000 to September 2001, and Deputy Secretary for Planning and Lands (later renamed Deputy Secretary for Housing, Planning and Lands (Planning and Lands)) from January 2002 to November 2003. She has been Deputy Secretary for Security since December 2003.

Mrs Cherry Tse Ling Kit-ching

     Aged 45. Mrs Cherry Tse Ling Kit-ching joined the Administrative Service in August 1984 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2005.

     Mrs Tse has served in various bureaus and departments including the former Home Affairs Branch, the former Administrative Service and Information Branch, the former Housing Branch, the former General Duties Branch, the former Constitutional Affairs Branch, the former Trade Department, the former Trade and Industry Branch, the former Finance Branch and the former Chief Executive (Designate)¡¦s Office. She was Deputy Director-General of Trade (later renamed Deputy Director-General of Trade and Industry) from July 1998 to January 2001, Deputy Secretary for Education and Manpower from August 2001 to April 2005, and Secretary to the Commission on Poverty from April 2005 to August 2006. She has been Permanent Secretary for Constitutional Affairs since August 2006.

Mrs Betty Fung Ching Suk-yee

     Aged 42. Mrs Betty Fung Ching Suk-yee joined the Administrative Service in July 1986 and rose to her present rank of Administrative Officer Staff Grade B1 in April 2007.

     Mrs Fung has served in various bureaus and departments including the former Transport Branch, the former City and New Territories Administration, the former Civil Service Branch, the former Education and Manpower Branch, the former Chief Secretary¡¦s Office, Information Services Department, the former Trade Department and Home Affairs Bureau. She was Cyberport Co-ordinator from October 2002 to October 2003, Deputy Secretary for Commerce, Industry and Technology (Communications and Technology) from October 2003 to June 2004, and Deputy Government Chief Information Officer (Planning & Strategy) from July 2004 to April 2006. She has been Deputy Secretary for Education and Manpower since April 2006.
