The following is issued on behalf of the Commission of Inquiry on Allegations relating to The Hong Kong Institute of Education:

     The report of the Commission of Inquiry on Allegations relating to the Hong Kong Institute of Education was published on the commission's website (www.commissionofinquiry.gov.hk) today (June 20).

     The 224-page long report contains 17 chapters, and sets out in detail how the commission has come to its findings and conclusions on each of the allegations that are the subject of the inquiry.

     The testimonies of witnesses, witness statements, and submissions and arguments from counsel for the parties to the Inquiry and counsel for the commission are summarised in the report, to help people to understand the basis of the commission's findings and conclusions.

     The report also contains a list of recommendations aimed at improving communication between the Education and Manpower Bureau and teacher education institutions.

     The commission submitted the report to the Chief Executive today.

     The Commission was appointed by the Chief Executive in Council on February 15, with statutory powers to summon persons to give evidence and produce documents, and to report its findings and conclusions within four months.
