HK and Zhuhai share experience on development planning in light of 11th Five-year Plan

    The Planning Department of the HKSAR Government  and the Zhuhai Development and Reform Bureau (ZHDRB) and Hong Kong & Macao Affairs Bureau of Zhuhai Municipality (ZHHKMAB) today (May 9) exchanged views  on strategic and comprehensive transport planning.

     The sharing session was under the theme of the 11th Five-year Plan  of the Zhuhai Municipality.

     The session enabled the HKSAR Government to better understand the Zhuhai 11th Five-year Plan.  It also enabled mutual understanding between the ZHDRB and the Planning Department on comprehensive transport planning and the relevant institutional set-up and functions in order to strengthen communication and co-operation.

     ZHDRB representatives introduced the overall planning rationale and research basis of the Zhuhai 11th  Five-year Plan as well as the planning of the regional logistics centre in Pearl River Delta (PRD) west.  Zhuhai Transport Bureau and Zhuhai Planning Bureau also introduced the comprehensive transport and major infrastructural development plans under the  Plan and the urban development plan and layout of Zhuhai Municipality respectively.

     Planning Department officials introduced the planning framework and system of Hong Kong, the thinking on Hong Kong's future development directions, and the planning process, methodology as well as the future development of Hong Kong's cross-boundary transport infrastructure.

     After discussions on strengthening co-operation and information exchange, the ZHDRB and Planning Department each appointed a liaison officer to facilitate the co-ordination and exchange of future planning and regional development information.

     Zhuhai and Hong Kong both consider that  an efficient, comfortable and comprehensive regional transport network will align more effectively the transport linking between the coastal areas of PRD east and west.  It will in turn drive socio-economic integration of the two places.  Both sides have to step up the exchange of planning information in order to develop a comprehensive transport system that meets the needs of their economic developments, and with the subsequent radiating effects, to jointly promote the overall development of the PRD and Pan-PRD regional economic co-operation.

     Representatives of the Zhuhai side attending the sharing session comprised ZHDRB, ZHHKMAB, Zhuhai Transport Bureau, Zhuhai Foreign Trade and Economic Co-operation Bureau and Zhuhai Planning Bureau.

The Hong Kong delegation comprised officials from relevant bureaus and departments including the Planning Department, Central Policy Unit, Financial Secretary's Office, Economic Development and Labour Bureau, Environment, Transport and Works Bureau and the Hong Kong Economic and Trade Office in Guangdong.
