Appointments to Advisory Committee on Post-office Employment for former Chief Executives and Politically Appointed Officials

    The HKSAR Government today (April 16) announced the re-appointment of the chairman and two incumbent members of the Advisory Committee on Post-office Employment for Former Chief Executives and Politically Appointed Officials, and the appointment of two new members. The re-appointments and appointments are for two years beginning April 15.

     With effect from April 15, the terms of reference of the advisory committee are extended to cover the post-office employment or appointment of former Chief Executives and politically appointed officials.

     The advisory committee (formerly named as Advisory Committee on Post-office Employment for Principal Officials) was first set up in April, 2005, pursuant to the Code for Principal Officials under the Political Appointment System to advise politically appointed Principal Officials on their employment plans after leaving office.

     In its report of June, 2005, the Independent Commission on Remuneration Package and Post-office Arrangements for the Chief Executive recommended that a body similar to the Advisory Committee on Post-office Employment for Principal Officials should be set up to take on the task of advising former Chief Executives on their plans to take up employment. After careful consideration, the Government has decided to entrust the advisory committee with the task, and rename the advisory committee and amend its terms of reference accordingly.

     The new terms of reference of the advisory committee are:

(a) to draw up the principles and criteria to be adopted for the purpose of advising former Chief Executives and politically appointed officials on their post-office employment or appointment; and

(b) on the basis of the principles and criteria adopted, to consider and advise former Chief Executives and politically appointed officials on post-office employment or appointment.

     In view of the new function of the advisory committee, the Chief Executive has appointed two new members, Director General of the Hong Kong Management Association Dr Elizabeth Shing Shiu-ching, and Commissioner of the Civil Aid Service and former Chairman of the Broadcasting Authority Dr Norman Leung Nai-pang, to broaden its composition.

     The Chief Executive has also re-appointed the chairman, Mr Justice Pang Kin-kee, and two incumbent members, Professor Lee Chack-fan and Mr Henry Fan Hung-ling.

     A government spokesman said, "We are most grateful to the advisory committee for its wise counsel and advice in the past two years. We are confident that, with its new composition, the advisory committee will continue to discharge its function in a professional manner and play a vital role in maintaining community confidence in the integrity of the public office."
