    Following is a translated summary of the speech given by the Chief Executive, Mr  Donald Tsang, at the Spring Reception at Government House today (February 23):

Distinguished guests, ladies and gentlemen,

     At the beginning of the Lunar New Year, let me start by wishing you all health and success in the Year of the Pig. I know little about Chinese horoscope and cannot tell fortunes, but to the Chinese mind, the pig is a symbol of good fortune and abundance. I hope, as the new year begins, the whole community can embody these characteristics in enjoying wealth and happiness harmoniously in our flourishing economy.

     Looking over the past year, we have quite a few things to celebrate ¡V our economic growth remained vigorous; the Hang Seng Index hit new record high; IPO value shot up to more than $300 billion - second only to London; and the job market continued to improve, with unemployment rate at its lowest in six years. Economic successes aside, we also take pride in the hosting of the ITU Telecom World conference, the best results in the Asian Games in Doha, and other achievements.

     As we enter a new year, I am confident that Hong Kong will maintain the winning momentum on various fronts. The SAR Government will continue to develop the economy and consolidate Hong Kong's position as an international centre of finance, tourism, trade and logistics, while not losing sight of the goal to improve the quality of life for Hong Kong people. We will strive to resolve issues such as air pollution, food safety, heritage conservation and the influx of pregnant women from the Mainland.

     To the Hong Kong Special Administrative Region, this is a special year as it marks the 10th anniversary of Hong Kong's reunification with the Motherland. A full array of celebrative events will be held in Hong Kong, on the Mainland and overseas. I hope all members of the community will close ranks in enhancing Hong Kong's prosperity and stability, and showcasing to the world our accomplishments under the "One Country, Two Systems" policy.

     The rapid development of the Mainland presents a myriad of opportunities as well as challenges. Given our indomitable spirit and unwavering courage for innovation, Hong Kong will definitely be able to harness the opportunities and rise to all challenges. Together, we will contribute to the advancement of our country and scale new heights for Hong Kong. Thank you.
