Judicial Appointments

    The following is issued on behalf of the Judiciary:

     The Judiciary today (January 31) announced the appointment of Mr Li Hon-leung, Miss Susana Maria D'Almada Remedios, Mr Kevin Anthony Browne, Mr Michael Wong Yat-ming, Mr Joseph Yau Chi-lap, Mr Andrew Chan Hing-wai and Mr Colin Richard Mackintosh as District Judges with effect from tomorrow (February 1).

     All appointments are made by the Chief Executive on the recommendation of the Judicial Officers Recommendation Commission.

     The biographical notes of the appointees are as follows:

Mr Li Hon-leung

     Mr Li was born in Hong Kong in 1955. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1986 and 1987 respectively. He was called to the Bar in Hong Kong in 1987 and joined the then Legal Department as Assistant Crown Counsel in the same year. He was promoted to Crown Counsel in 1988 and Senior Crown Counsel in 1991. He was appointed as Magistrate in 1993, Principal Magistrate in 1999 and Chief Magistrate in 2000.  

Miss Susana Maria D'Almada Remedios

     Miss D'Almada Remedios was born in Hong Kong in 1964. She obtained LL.B. from the University of London (External) in 1985. She was called to the Bar in England and Hong Kong in 1986, and was admitted to Northern Territory of Australia Supreme Court in 1991. She was in private practice between 1987 and 1995 and was appointed as Magistrate in 1995.

Mr Kevin Anthony Browne

     Mr Browne was born in England in 1949. After obtaining LL.B. from the Leeds University in the United Kingdom in 1970, he was admitted as a solicitor in England and Wales in 1975. He worked for the Office of the Chief Prosecuting Solicitor of Greater Manchester as Prosecuting Solicitor and Senior Prosecuting Solicitor between 1975 and 1985. He joined the then Legal Department as Crown Counsel in 1985 and was promoted to Senior Crown Counsel in 1987. He was appointed as Magistrate in 1995.

Mr Michael Wong Yat-ming

     Mr Wong was born in Hong Kong in 1959. He obtained LL.B. from the University of Hull in the United Kingdom in 1982 and M.A. in Arbitration and Dispute Resolution from the City University of Hong Kong in 1998. He was called to the Bar in England (Lincoln's Inn) in 1983, admitted as advocate and solicitor of the Supreme Court of Singapore in 1984, and called to the Bar in Hong Kong in 1985. He also became a Fellow of the Chartered Institute of Arbitrators in England in 1998 and Fellow of the Hong Kong Institute of Arbitrators in 2000. He was in private practice between 1984 and 1997 and was appointed as Magistrate in 1997.

Mr Joseph Yau Chi-lap

     Mr Yau was born in Hong Kong in 1953. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1982 and 1983 respectively. He was called to the Hong Kong Bar in 1985. He joined the then Legal Department as Assistant Crown Counsel in 1986. He was promoted to Crown Counsel in 1987 and Senior Crown Counsel in 1989. He was in private practice between 1994 and 1998 and was appointed as Magistrate in 1998.

Mr Andrew Chan Hing-wai

     Mr Chan was born in Hong Kong in 1961. He obtained the degree of Bachelor of Pharmacy from the University of Bradford in the United Kingdom in 1984 and LL.B. from the University of London (External) in 1989. He was called to the Bar in England (Gray's Inn) and in Hong Kong both in 1990. He was in private practice between 1991 and 1998 and was appointed as Magistrate in 1998.

Mr Colin Richard Mackintosh

     Mr Mackintosh was born in the United Kingdom in 1953. He obtained LL.B. from the University of Birmingham in the United Kingdom in 1975. He was called to the Bar in England and Wales (Inner Temple) in 1976 and in Hong Kong in 1996. He was in private practice between 1978 and 1991. He joined the Judiciary as a Magistrate from 1991 to 1997. He was in private practice between 1997 and 1998 and was appointed as Magistrate in 1998.
