Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (August 30) announced the appointment of two Permanent Magistrates.

     Mr Cheang Kei-hong and Mr Gary Lam Kar-yan are appointed as Permanent Magistrates. Their appointments will take effect from September 1, 2006.

     The biographical notes of the newly appointed Permanent Magistrates are as follows:

Mr Cheang Kei-hong

     Mr Cheang was born in Macau in 1967. He obtained Bachelor of Laws from the University of London in 1991, Postgraduate Certificate in Laws from the University of Hong Kong in 1992, and Master of Arts in Language and Law from the City University of Hong Kong in 2006. He was admitted as Solicitor in Hong Kong in 1994 and in England and Wales in 1997. He was in private practice from 1994 to 1997. He was appointed Government Counsel from 1997 to 2001 and Senior Government Counsel since 2001 in the Department of Justice.

Mr Gary Lam Kar-yan

     Mr Lam was born in Hong Kong in 1969. He obtained Bachelor of Science from the Cornell University in 1990, Bachelor of Laws and Postgraduate Certificate in Laws from the University of Hong Kong in 1994 and 1995 respectively, and Master of Arts in Language and Law from the City University of Hong Kong in 1999. He was admitted as Solicitor in Hong Kong and in England and Wales in 1997, and as Attorney in New York, the United States, in 2006. He was appointed Government Counsel from 1997 to 2002 and Senior Government Counsel since 2002 in the Department of Justice.
