Senior Appointment (with photos)

    The Government announced today (August 28) the appointment of Mr Mak Chai-kwong, Director of Highways, to the post of Permanent Secretary for the Environment, Transport and Works (Works) with effect from September 19, 2006. He will succeed Mr Lo Yiu-ching who will retire after 32 years of service.

     Commenting on the appointment, the Secretary for the Civil Service, Miss Denise Yue, said Mr Mak was an experienced senior civil servant with profound knowledge and rich experience in the works field. "He also possesses proven leadership and management abilities. I have every confidence that Mr Mak will continue to serve the community with professionalism and dedication in his new capacity, and ably lead his office to meet the challenges ahead," Miss Yue said.

     On the retirement of Mr Lo Yiu-ching, Miss Yue said Mr Lo had served with drive and commitment in the civil service and had rendered 32 years of loyal and dedicated service to the community. "During his tenure as Permanent Secretary for the Environment, Transport and Works (Works), Mr Lo has made exemplary contributions in steering forward major public works projects and in promoting quality improvements in the construction industry. We wish him a happy retirement."

     Brief biographical notes on the two officers are set out below:

Mr Lo Yiu-ching, GBS, JP

     Aged 60, Mr Lo joined the Government as a Structural Engineer in November, 1973. He was promoted to Chief Engineer in February, 1991, to Government Engineer in December, 1994, and to Principal Government Engineer in February, 1997. He was Director of Civil Engineering from September, 1999, to August, 2000, and Director of Highways from August, 2000, to August, 2002. He has been Permanent Secretary for the Environment, Transport and Works (Works) since September, 2002.

Mr Mak Chai-kwong, JP

     Aged 56, Mr Mak joined the Government as an Assistant Engineer in August, 1976. He was promoted to Chief Engineer in August, 1994, to Government Engineer in May, 1997, and to Principal Government Engineer in June, 2000. He was the Project Manager of New Territories East Development Office in the former Territory Development Department from June, 2000, to November, 2002. He has been Director of Highways since November, 2002.
