The Secretary for Education and Manpower, Professor Arthur K C Li, and the Permanent Secretary for Education and Manpower, Mrs Fanny Law, today (August 21) unveil a plaque at the Kowloon Tong Education Services Centre (KTC) to signify its official opening.
