Judicial appointments

The following is issued on behalf of the Judiciary:

     The Judiciary today (July 28) announced the appointment of eight Permanent Magistrates.

     Miss Chan Yuk-fan, Mr Reuden Lai Tat-cheung, Mr Clement Lee Hing-nin, Mr Simon Lo Kit-man, Mr Mak Kwok-cheung, Mr George Own, Mr Joseph To Ho-shing and Mr Wong Wai-kuen are appointed as Permanent Magistrates. Their appointments will take effect from August 1, 2006.

     The biographical notes of the newly appointed Permanent Magistrates are as follows:

Miss Chan Yuk-fan

     Miss Chan was born in Hong Kong in 1966. She obtained LL.B. from the University of London (External) in 1994, P.C.LL. from the University of Hong Kong in 1995 and LL.M. in Chinese and Comparative Law from the City University of Hong Kong in 2004. She was admitted as Solicitor in Hong Kong in 1997 and was in private practice since the year.

Mr Reuden Lai Tat-cheung

     Mr Lai was born in Hong Kong in 1958. He obtained Bachelor of Arts from the University of Hong Kong in 1981, LL.B. and LL.M. from the University of London in 1985 and 1987 respectively, and Diploma in Chinese Law from the University of East Asia in 1991. He was admitted as Solicitor in England and Wales and in Hong Kong in 1988, Barrister and Solicitor in Australian Capital Territory, Australia, and Barrister in Federal Court of Australia in 1991. He was admitted as Advocate and Solicitor in Republic of Singapore in 1994 and Legal Practitioner in New South Wales, Australia in 1996. He was in private practice since 1988.

Mr Clement Lee Hing-nin

     Mr Lee was born in Hong Kong in 1969. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1992 and 1993 respectively. He was called to the Bar in Hong Kong in 1993 and was in private practice since 1994.

Mr Simon Lo Kit-man

     Mr Lo was born in Hong Kong in 1967. He obtained LL.B. and P.C.LL. from the University of Hong Kong in 1990 and 1991 respectively. He was admitted as Solicitor in Hong Kong in 1993 and in England and Wales in 1996. He was in private practice since 1993.

Mr Mak Kwok-cheung

     Mr Mak was born in Hong Kong in 1960. He obtained LL.B. from the University of Wolverhampton in 1993, Diploma in Legal Practice from the Manchester Metropolitan University in 1994 and LL.M. in Chinese and Comparative Law from the City University of Hong Kong in 1998. He was admitted as Solicitor in Hong Kong in 1996 and in England and Wales in 1997. He became a Fellow of the Chartered Institute of Arbitrators in 2000. He was in private practice since 1996.

Mr George Own

     Mr Own was born in Hong Kong in 1960. He obtained LL.B. from the University of London (External) in 1988, and passed English Bar Finals (External) of the Council of Legal Education in 1989 and Qualified Lawyers Transfer Test (External) (for Barrister to become Solicitor) of the College of Law, England, in 1992. He was admitted as Barrister-at-law and Solicitor in England and Wales in 1990 and 1992 respectively, and Solicitor in Hong Kong in 1993. He was in private practice since 1992.

Mr Joseph To Ho-shing

     Mr To was born in Hong Kong in 1962. He obtained Bachelor of Commerce and LL.B. from the University of New South Wales, Australia in 1989. He was admitted as Solicitor, the High Court of Australia and Supreme Court of New South Wales in 1989, Solicitor in England and Wales in 1992 and called to the Bar in Hong Kong in 2000. He was Legal Aid Counsel of the Legal Aid Department from 1990 to 1993 and was in private practice from 1993 to 1994. He was appointed Crown Counsel and Senior Crown Counsel in the then Legal Department from 1994 to 1997, and was Senior Government Counsel of the Department of Justice since 1997.

Mr Wong Wai-kuen

     Mr Wong was born in China in 1957. He obtained Diploma of Credit in Common Professional Examination (Postgraduate Level) and Diploma in Legal Practice (Postgraduate Level) from the Manchester Metropolitan University in 1993 and 1995 respectively. He also obtained LL.M. in Chinese and Comparative Law from the City University of Hong Kong in 2001. He was admitted as Solicitor in England and Wales in 1995, and in Hong Kong in 1996. He was in private practice from 1996 to 2001 and was appointed Special Magistrate since 2001.
