Following is the transcript of remarks (English portion) by the Secretary for Commerce, Industry and Technology, Mr Joseph WP Wong, speaking to the media after addressing a luncheon organised by the Federation of Hong Kong Industries today (July 27):
Reporter: Are the suggested punishments too lenient?
SCIT: The position is I have received report from the Director of Broadcasting. The report is divided into two parts: the first part deals with the responsibilities of individual officers who were suspected to be involved in the various breaches of rules and regulations; the second part deals with general improvements to the systems and practices and procedures in RTHK. Of course the second part has already started work in the sense that we have already commissioned an internal audit team in RTHK to do this systematic improvements. In so far as the first part is concerned, which deals with where responsibilities should lie; what sort of disciplinary proceedings should be considered. This is something which I have asked my staff in the Commerce, Industry and Technology Bureau (CITB) to study carefully. And if necessary, my colleagues in CITB will consult colleagues in the Civil Service Bureau before coming to a view. After all, it is a matter involving a Government department; it is a matter involving individual civil servants, so we will have to be careful. We have not reached final views. It is something being studied and is being studied very carefully.
