    Following is a transcript (English portion) of the remarks made by the Secretary for the Environment, Transport and Works, Dr Sarah Liao after attending a public function at City University of Hong Kong today (July 24):
 
Dr Liao: We are investigating the effect of stopping idling car engines. At the moment, we are doing it by voluntary action and we would evaluate how that works out before we decide our next step. Anything that affects the way of life of our people, of course we need to go through a very extensive consultation process before we embark on anything.
