Senior Appointments (with photos)

The Government announced today (April 7) the following senior appointments:

* Mrs Carrie Yau, Permanent Secretary for Health, Welfare and Food, will take up the post of Permanent Secretary for Health, Welfare and Food (Food and Environmental Hygiene);

* Ms Sandra Lee, Permanent Secretary for Economic Development and Labour (Economic Development), will assume the post of Permanent Secretary for Health, Welfare and Food (Health and Welfare);

* Ms Eva Cheng, Commissioner for Tourism, will succeed Ms Sandra Lee as Permanent Secretary for Economic Development and Labour (Economic Development);

* Ms Au King-chi, Deputy Secretary for Housing, Planning and Lands (Planning and Lands), will succeed Ms Eva Cheng as Commissioner for Tourism; and

* Mr Thomas Tso, formerly Deputy Secretary for Home Affairs, will take up the post of Director, Office of the Government of the Hong Kong Special Administrative Region in Beijing.

Commenting on the appointments, the Secretary for the Civil Service, Miss Denise Yue said: "The appointees are all experienced Administrative Officers with rich experience in public administration and proven leadership and management abilities. I have every confidence that they will continue to serve the community with professionalism and dedication in their new capacities, and ably lead their offices to meet the challenges ahead."

Brief biographical notes on the five officers are set out below:

Mrs Carrie Yau Tsang Ka-lai, JP

Aged 50. Mrs Yau joined the Government in July 1977 as an Executive Officer. She was appointed to the Administrative Service in October 1977 and rose to her present rank of Administrative Officer Staff Grade A1 in July 2002.

Mrs Yau has served in various bureaux and departments, including the former Environment Branch, the former Finance Branch, the former New Territories Administration, the former Civil Service Branch, the former City and New Territories Administration, the former Buildings and Lands Department, the former Security Branch, the former Education and Manpower Branch, the former Transport Branch and the former Chief Secretary's Office. She was Deputy Secretary for Security from October 1995 to August 1997, Director of Administration from August 1997 to June 2000, and Secretary for Information Technology and Broadcasting from July 2000 to June 2002. She has been Permanent Secretary for Health, Welfare and Food since July 2002.

Ms Sandra Lee Suk-yee, JP

Aged 54. Ms Lee joined the Government in June 1974 as an Executive Officer. She was appointed to the Administrative Service in August 1979 and rose to her present rank of Administrative Officer Staff Grade A1 in July 2002.

Ms Lee has served in various bureaux and departments, including the former New Territories Administration, the Information Services Department, the former Economic Services Branch, the former Trade and Industry Branch, the former City and New Territories Administration (and later the Home Affairs Department), the former Trade Department, the Hong Kong Economic and Trade Office in Washington and the former Civil Service Branch. She was Deputy Secretary for the Civil Service from April 1996 to February 1999, Director-General, London from March 1999 to July 2000, and Secretary for Economic Services from July 2000 to June 2002. She has been Permanent Secretary for Economic Development and Labour (Economic Development) since July 2002.

Ms Eva Cheng, JP

Aged 45. Ms Cheng joined the Administrative Service in August 1983 and rose to her present rank of Administrative Officer Staff Grade A in April 2004.

Ms Cheng has served in various bureaux and departments, including the former Economic Services Branch, the Correctional Services Department, the former Secretariat of the Standing Commission on Civil Service Salaries and Conditions of Service, the former Education and Manpower Branch, the former Transport Branch and the former Financial Secretary's Office. She was Deputy Head of the Central Policy Unit from April 1996 to April 1997 and from August 1997 to December 1998, Deputy Director of Administration from April to August 1997, and Deputy Secretary for Information Technology and Broadcasting (later renamed Deputy Secretary for Commerce, Industry and Technology) from December 1998 to March 2003. She has been Commissioner for Tourism since March 2003.

Ms Au King-chi, JP

Aged 46. Ms Au joined the Administrative Service in August 1982 and rose to her present rank of Administrative Officer Staff Grade B1 in July 2002.

Ms Au has served in various bureaux and departments, including the former Councils and Administration Branch, the former City and New Territories Administration, the former Medical and Health Department, the former Education and Manpower Branch, the former Municipal Services Branch, the former Securities Review Committee, the former Monetary Affairs Branch, the former Trade and Industry Branch, the former Chief Secretary's Office and the Information Services Department. She was Press Secretary to the Chief Executive from July 1997 to January 1999, and Deputy Secretary for Financial Services (later renamed Deputy Secretary for Financial Services and the Treasury) from March 1999 to August 2004. She has been Deputy Secretary for Housing, Planning and Lands (Planning and Lands) since August 2004.

Mr Thomas Tso Man-tai, JP

Aged 53. Mr Tso joined the Administrative Service in July 1975 and rose to his present rank of Administrative Officer Staff Grade B1 in July 2002.

Mr Tso has served in various bureaux and departments, including the Home Affairs Department, the former Home Affairs and Information Branch, the former New Territories Administration, the former Civil Service Branch, the Independent Commission Against Corruption, the former Trade and Industry Branch, the former Regional Services Department and the Hong Kong Economic and Trade Office in Singapore. He was Deputy Head of the Central Policy Unit from December 1998 to March 2001 and Deputy Secretary for Planning and Lands (later renamed Deputy Secretary for Housing, Planning and Lands) from March 2001 to May 2005. He has been Deputy Secretary for Home Affairs since September 2005.
