The Chief Secretary for Administration, Mr Rafael Hui, delivered a keynote speech at the plenary session of a public sector reform conference at Asia World Expo, Lantau, this (April 3) morning. Entitled "Advancing People-based services: Public Sector Challenges and Opportunities", the conference is organised by the Efficiency Unit of the Chief Secretary's Office.   Close
