Draft Tong Yan San Tsuen Outline Zoning Plan approved

   The Chief Executive in Council has approved the draft Tong Yan San Tsuen Outline Zoning Plan (OZP).

    "The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Tong Yan San Tsuen area," a spokesman for the Town Planning Board said today (February 17).

    The Planning Scheme Area covers about 647 hectares of land in the south-western part of the North West New Territories and in the immediate south-west of the Yuen Long New Town and north-east of the Tuen Mun New Town.

    Areas designated for residential developments are mainly found along Castle Peak Road and to the south of Yuen Long Highway. Sites zoned for residential development include about two hectares as "Residential (Group A)", 65 hectares as "Residential (Group B)", 13 hectares as "Residential (Group C)", and 48 hectares as "Residential (Group D)".

    About three hectares of land is zoned "Comprehensive Development Area". A site to the west of Hung Tin Road and a site at Tan Kwai Tsuen are under this zoning. About 60 hectares of land is zoned "Village Type Development", including existing villages of Fui Sha Wai, Lam Hau Tsuen and Shan Ha Tsuen.

    The San Hei Tsuen industrial area with some 15 hectares is zoned "Industrial", while an area to the south of Yuen Long Highway with more than 10 hectares is designated "Industrial (Group D)".  

    An area to the south of Yuen Long Highway and west of Lam Hau Tsuen is zoned "Open Storage".  With about 4.8 hectares, the area is to cater for open storage uses and to regularize existing open storage uses.

    To cater for local and district needs, some 15 hectares of land is zoned "Government, Institution or Community", and about eight hectares zoned "Open Space".

    The "Green Belt" zone occupies some 139 hectares. Another 129 hectares of land near the Tai Lam Country Park is zoned "Conservation Area".

    About 101 hectares of land to the west of Kung Um Road is zoned "Undetermined" pending further detailed studies on the appropriate long-term land use.

    The approved OZP No. S/YL-TYST/10 is available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters of the Planning Department in North Point and Sha Tin, the Tuen Mun and Yuen Long District Planning Office, the Yuen Long District Office, the Ping Shan Rural Committee, and the Shap Pat Heung Rural Committee.

    Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website at http://www.info.gov.hk/tpb.
