WTO Closed Area Order traffic arrangements

Police will implement special traffic arrangements in Wan Chai area to ensure the smooth running of the Hong Kong Ministerial Conference (HKMC) of the World Trade Organization.

A closed area will be set up between 6 pm of December 12 and 5 am of December 19 near the Hong Kong Convention and Exhibition Centre, which is the venue of the Conference.

In order to demarcate the closed area, the following road closure, traffic diversion, and special traffic arrangements will be implemented.

A) Traffic arrangement for setting up water-filled barriers

The water-filled barriers will be erected at Tamar site area, Lung Wui Road, Fenwick Pier Street, Harbour Road, and Fleming Road between December 8 and December 12. Traffic arrangements for the erection will be implemented in phases.

Phase 1 (From 8 pm on December 8 to 6 am on December 9)

All traffic flow will be maintained except vehicular traffic may be affected during the erection.

Phase 2 (From 8 pm on December 9 to 6 am on December 10)

(a) Convention Avenue westbound is prohibited to turn left into Harbour Road eastbound. Traffic will be diverted to use Expo Drive, Expo Drive East and Fleming Road to re-join Harbour Road;

(b) Fenwick Pier Street westbound towards Lung Wui Road westbound will be closed, traffic will be diverted to use Fenwick Pier Street Flyover for Central & Western District.

(c) Fenwick Pier Street eastbound and Lung Wui Road eastbound between Tim Wa Avenue and Lung King Street will be closed except access for the reclamation site office and Fleet Arcade. Affected traffic will be diverted to use Gloucester Road and Fleming Road for Wan Chai North;

(d) Performing Arts Avenue northbound towards Lung Wui Road will be closed except access for Red Cross Headquarters.

Phase 3
(From 6 am on December 11 until all water-filled barriers are dismantled and removed by 8 am on December 21)

(a) Tim Mei Avenue northbound towards Lung Wui Road will be closed except access for Citic Tower carpark. Affected traffic will be diverted to use Gloucester Road and Fleming Road for Wan Chai North. Exiting traffic from carpark will make use of the re-routed section of Tim Mei Road to re-join Gloucester Road;

(b) Harbour Road eastbound between Convention Avenue and Fleming Road will be closed.  Affected traffic will be diverted to use Gloucester Road and Fleming Road for Wan Chai North; and

(c) Convention Avenue (both eastbound & westbound) between Fleming Road and Fenwick Pier Street will be closed, traffic will be diverted to use Fleming Road, Harbour Road westbound, Fenwick Pier Street Flyover for Central & Western.

B) Traffic arrangements for HKMC closed area

Road closure

1.  Tim Wa Avenue except for vehicles of the People's Liberation Army (PLA);

2.  A section of Edinburgh Place between Queen's Pier and Connaught Road Central (subject to traffic situation); and

3.  A section of Marsh Road southbound between Hung Hing Road and Lockhart Road between 7am on December 12 and 11.59 pm on December 18.

Traffic diversion

1. Traffic leaving the Citic Tower car park will be diverted southward along Tim Mei Avenue and then turn left to Harcourt Road eastbound;

2. Traffic along Performing Arts Avenue northbound will be diverted to the slip road leading to Performing Arts Avenue southbound;

3. Traffic leaving the open space outside Hong Kong Red Cross will be diverted to the slip road leading to Performing Arts Avenue southbound;

4. Traffic along Fenwick Pier Street westbound will be diverted to Fenwick Pier Street Flyover;

5. A section of Harbour Road between Fleming Road and Fenwick Pier Street will be converted to one-way westbound;

6. Traffic along Harbour Road westbound heading for Hong Kong Convention and Exhibition Centre and Grand Hyatt Hotel will be allowed to turn right for their respective destination;

7. Traffic except authorised vehicle along Fleming Road northbound must turn right into the Convention Avenue eastbound;

8. Traffic except authorised vehicle along Convention Avenue westbound must turn left into the Fleming Road southbound;

9. Traffic along Hung Hing Road eastbound is prohibited to turn right into Marsh Road southbound between 7 am on December 12 and 11.59 pm on December 18;

10. Traffic along Wan Shing Street must turn right into Hung Hing Road eastbound between 7am on December 12 and 11.59 pm on December 18; and

11. Traffic along Hung Hing Road eastbound is prohibited to manoeuvre U-turn near the Wan Shing Street junction between 7 am on December 12 and 11.59 pm on December 18.

    Vehicles driving along Hung Hing Road eastbound are prohibited to turn right to Marsh Road southbound, whilst a section of Hung Hing Road westbound between Wan Shing Road and Marsh Road will be converted into eastbound traffic during the period.


C) Special traffic arrangement in Canal Road area

In order to ease the traffic congestion at Canal Road area during the HKMC, the following traffic arrangements will also be implemented between 7 am and 10 pm daily from December 12 to December 17.

Road closure

1. A section of Canal Road East between Russell Street and Sharp Street East.

Traffic diversion

1. Traffic along Russell Street westbound must turn right into Canal Road East northbound;

2. Traffic along Sharp Street East westbound is prohibited to drive through the U-turn loop underneath the Canal Road flyover to Canal Road West northbound.

D) Suspension of parking spaces and taxi stands

1. Parking spaces on Expo Drive East, Lung King Street, and Hung Hing Road will be suspended from 8 pm on December 8 to 2 pm December 22;

2. Hing Fat Street car park will be suspended from 8 pm on December 9 to 5 pm December 21;

3. Parking spaces on Tung Lo Wan Road will be suspended from 8 pm on December 9 to 5 pm December 21;

4. Parking spaces on Jaffe Road will be suspended from 8 pm on December 10 to 5 pm on December 20;

5. Parking spaces on Luard Road, Steward Road, and Lockhart Road will be suspended from 8 pm on December 11 to 5 pm on December 19;

6. Public bus parking spaces on Expo Drive East will be suspended from 7 am on December 11 to 7 am on December 19;

7. Taxi stand on Expo Drive East will be suspended from 7 am on December 11 to 7 am on December 19;

8. Motorcycle and metered parking spaces in Lung King Street will be suspended from 7 am on December 11 to 7 am on December 19; and

9. Taxi stands on Tim Mei Avenue will be suspended from 7 am on December 11 to 7 am on December 19.

December is a festive season; vehicular traffic in HKI is expected to be busier than any other seasons, in particular this year with the HKMC and all the related events and preparation works as well as the public order events being held in this period. Police urge members of the public to make full use of public transports, in particular the rail network.

A Police spokesman stress that apart from those pre-arranged special traffic arrangement, ad hoc traffic control will be conducted from time to time, members of the public in particular driver should pay attention on radio traffic bulletin and to comply with Police direction on ground.

Although the HKMC core events will be taken place in Wan Chai area and heavy traffic is expected in Wan Chai area in particular Gloucester Road and the Cross-harbour tunnel, its implication may affect the other area, therefore special traffic measures will not only be conducted in Wan Chai but other area of Hong Kong Island and if necessary the immediate area of Kowloon East and Kowloon West.
