Announcement of Senior Appointments (with photos)

    The Government announced today (November 15) the following senior appointments:

*    Mr Thomas Chan Chun-yuen, Director of Agriculture, Fisheries and Conservation, will take up the post of Permanent Secretary for Housing, Planning and Lands (Housing)/Director of Housing on January 3, 2006. He will replace the incumbent Mr Leung Chin-man who will proceed on leave on November 28, 2005. Mr Leung will retire after 39 years of service.

*    Mrs Stella Hung Kwok Wai-ching, Director of Government Logistics, will take up the post of Director of Agriculture, Fisheries and Conservation on January 3, 2006.

     Commenting on the appointments, the Secretary for the Civil Service, Mr Joseph W P Wong, said Mr Chan and Mrs Hung were veteran Administrative Officers with extensive experience in public administration, proven leadership and good management skills. "We are confident that they can lead their departments in meeting the challenges ahead and provide quality services to the community," Mr Wong said.

     Mr Wong said Mr Leung had given almost four decades of loyal and dedicated service to the Government and had made exemplary contributions to the development of Hong Kong in various spheres. "During his tenure as Permanent Secretary for Housing, Planning and Lands (Housing)/Director of Housing, he has made commendable efforts in the development and implementation of various policies and programmes to meet the housing needs of the community. We wish him a happy retirement."

     Appointment to the office of Director of Government Logistics will be separately announced.

     Brief biographical notes on the three officers are set out below:

Mr Leung Chin-man, JP

     Aged 59. Mr Leung first joined the Immigration Department of the Government in October, 1966. He joined the Administrative Service in October, 1976, and was promoted to his present rank of Administrative Officer Staff Grade A1 in September, 2004.

     Mr Leung has served in various government offices including Home Affairs Department, Security Branch, the former City and New Territories Administration and Finance Branch. He was seconded to the ICAC as Director of Community Relations from July, 1988, to May, 1991. He was Deputy Secretary for Constitutional Affairs from May, 1991, to July, 1994; Director of the Hong Kong Economic and Trade Office in Toronto from July, 1994, to July, 1997; Deputy Secretary for Housing from September, 1997, to August, 1999; and Director of Buildings from August, 1999, to June, 2002. He assumed the current position of Permanent Secretary for Housing, Planning and Lands(Housing) in July, 2002.

Mr Thomas Chan Chun-yuen, JP

     Aged 55, Mr Chan joined the Government in June, 1973, as an Assistant Trade Officer. He joined the Administrative Service in October the same year and rose to his present rank of Administrative Officer Staff Grade A in January, 2000.

     Mr Chan has served in various bureaux and departments, including the Labour Department, the former Home Affairs and Information Branch, Finance Branch, the former New Territories Administration, Civil Service Branch, the former Medical and Health Department, the former City and New Territories Administration and Housing Branch. He was seconded to the Radio Television Hong Kong from September, 1989, to April, 1990, served as Deputy Director of Information Services from April, 1990, to July, 1994; Director of the Hong Kong Economic and Trade Office in San Francisco from August, 1994, to March, 1997; and Director of Information Services from March, 1997, to January, 2002. He has been Director of Agriculture, Fisheries and Conservation since January, 2002.

Mrs Stella Hung Kwok Wai-ching, JP

     Aged 52, Mrs Hung joined the Administrative Service in November, 1976, and rose to her present rank of Administrative Officer Staff Grade A in April, 2004.

     Mrs Hung has served in various bureaux and departments, including Social Welfare Department, the former Monetary Affairs Branch, the former New Territories Administration, Home Affairs Department, Civil Service Branch, the former Industry Department, the former City and New Territories Administration, Finance Branch and the former New Airport Projects Co-ordination Office. She was Deputy Secretary for Home Affairs from September, 1992, to January, 1998; Deputy Secretary for Works from January, 1998, to March, 2001; Deputy Secretary for the Environment and Food (renamed Deputy Secretary for Health, Welfare and Food in July, 2002) from April, 2001, to August, 2002; and Director of Government Supplies from September, 2002, to June, 2003. She has been Director of Government Logistics since July, 2003.
