Civil servants study financing of Public Private Partnership
project

    Over 100 civil servants and private sector practitioners attended a one-day seminar on the financing of Public Private Partnership (PPP) projects, which was organised by the Efficiency Unit (EU) of the Chief Secretary's Office today (September 30).

     "In future many civil servants are expected to be involved to different extents in preparing PPP project proposals," said EU's Assistant Director Mr Steve Barclay.

     "Among other things, the seminar explored what makes a project attractive to the private sector's funders. The understanding acquired at this seminar will contribute to the preparation of PPP project proposals that both attract private sector interest and meet the needs of the community," he added.

     Topics covered at the seminar included the financial evaluation of bids and the Government's perspective on the use of private financing. A number of case studies were explained.

     The EU organises a regular series of training seminars for civil servants on different aspects of PPPs and outsourcing. To enhance communications and provide networking opportunities, interested parties from the private sector also have been invited to attend the seminars.

     Since April 2004, 13 seminars have been organised and more than 1,800 civil servants and private sector representatives have taken part.
