    Following is the speech by the Secretary for the Civil Service, Mr Joseph WP Wong, at the Hong Kong Civil Service Organisations' cocktail reception to celebrate the 56th anniversary of the founding of the People's Republic of China today (September 21):

Mr Tsang, Mr Gao, colleagues, ladies and gentlemen,


     Welcome to the Civil Service Organisations' cocktail reception to celebrate the 56th anniversary of the founding of the People's Republic of China.

     It has been eight years since we reunited with our motherland. We are much indebted to our country for showing us her constant care and concern and endorsing our implementation of policies through adherence to law. Vice President Zeng Qinghong, during his earlier visit to Hong Kong, has expressed to us his two wishes, namely encouraging us to seize on every opportunity to step up development, as well as to promote social harmony through mutual understanding and support. His visit and encouragement were well received by the community, including our civil servants.  

     We are blessed with a clean, stable and efficient civil service which, in different capacities, supports the Government's implementation of policies to promote economic development and maintain social stability. With a community-based vision and strong determination to strive for excellence, our civil servants will continue to dedicate themselves to serving the community and give the Chief Executive full support in his efforts to enhance the governance of Hong Kong.  

     I have confidence that in future, our civil service colleagues will contribute further to the prosperity and stability of Hong Kong and the well-being of our community. With patriotism, professionalism and integrity, they will continue to work towards the common objectives of stability, harmony and continued progress.

     Lastly, let us wish our country and Hong Kong continued prosperity and stability, civil servants all the best in their work and our guests good health and every happiness.
