Retirement of Mr Bowen Leung and Ms Shelley Lee

    The Government announced today (September 6) that Director, Office of the Government of the Hong Kong Special Administrative Region in Beijing (Beijing Office) Mr Bowen Leung, and Permanent Secretary for Home Affairs Ms Shelley Lee will proceed on pre-retirement leave on November 1, 2005 and October 18, 2005 respectively.

     On the retirement of Mr Leung, the Secretary for the Civil Service, Mr Joseph W P Wong, said he had given 32 years of loyal and dedicated service to the Government. "Mr Leung has made exemplary contributions to the development of Hong Kong," Mr Wong said. "During his tenure as the Director of the Beijing Office, he has made commendable efforts in promoting Hong Kong on the Mainland, as well as fostering better understanding, establishing closer links and facilitating exchanges in various spheres between Hong Kong and the Mainland."

     Speaking about the retirement of Ms Lee, Mr Wong said she had served with dedication and commitment in the civil service for 34 years. "Ms Lee has made exemplary contributions to the development of Hong Kong and is well respected for her compassion towards those in difficulties. In particular, during her 10 years' service as the former Director of Home Affairs and later Permanent Secretary for Home Affairs, she has played a pivotal role in the promotion and development of district administration; arts, culture and sports; building management; and community and youth policies," Mr Wong said.

     Mr Wong wished Mr Leung and Ms Lee a happy retirement.

     The substantive appointments to the offices of the Director of the Beijing Office and Permanent Secretary for Home Affairs will be announced separately. Pending these appointments, Deputy Director of the Beijing Office Mr Patrick Nip will double up as Director of the Beijing Office and Deputy Secretary for Home Affairs Mr Stephen Fisher will double up as Permanent Secretary for Home Affairs upon the departure of Mr Leung and Ms Lee.

     The following are biographical notes on Mr Leung and Ms Lee:

Mr Bowen Joseph Leung Po Wing, GBS, JP

     Age 55. Mr Leung joined the Administrative Service in June, 1973, and rose to his present rank of Administrative Officer Staff Grade A1 in June, 1996.

     During his service in the Administrative Service, Mr Leung has served in various policy bureaux and departments. Senior positions held by Mr Leung in recent years include: Deputy Secretary for District Administration (later retitled as Deputy Secretary for Home Affairs) (April 1987 - September 1990); Deputy Secretary for Planning, Environment and Lands (September 1990 - December 1992); Private Secretary, Government House (December 1992 - March 1995); and Secretary for Planning, Environment and Lands (May 1995 - November 1998). He was appointed the Director of the Beijing Office in November 1998.

Ms Shelley Lee Lai-kuen, JP

     Age 56. Ms Lee joined the Civil Service in July, 1971, as an Executive Officer and subsequently transferred to the Administrative Service in August, 1972. She rose to her present rank of Administrative Officer Staff Grade A1 in September, 2004.

     During her service in the Administrative Service, Ms Lee has served in various policy bureaux and departments.  Senior positions held by Ms Lee in recent years include: Deputy Secretary-General, Office of Members of the Executive and Legislative Councils (September 1986 - August 1989); Commissioner for Recreation and Culture (October 1989 - June 1991); Secretary-General, Office of Members of the Executive and Legislative Councils (June 1991 - February 1993); Deputy Secretary for Health and Welfare (February 1993 - July 1995); and Director of Home Affairs (August 1995 - June 2002). She took up her present position of Permanent Secretary for Home Affairs in July 2002.
