Appointment of Judiciary Administrator

The following is issued on behalf of the Judiciary:

    The Hon Chief Justice Mr Andrew Kwok-nang Li announced today (May 30) the appointment of Miss Emma Lau Yin-wah to the post of Judiciary Administrator to succeed Mr Wilfred Tsui Chi-keung with effect from June 15, 2005.

    The Judiciary Administrator assists the Chief Justice in the overall administration of the Judiciary.  Her role is to provide infrastructural support to judges and judicial officers to enable them to administer justice effectively.

    Miss Lau was selected for the post through open recruitment. "Miss Lau has extensive managerial and administrative experience, good knowledge of the Judiciary and wide exposure during her civil service career.  I am confident that she will be able to assist me to enhance the effective administration of the Judiciary," the Chief Justice said.

    The Chief Justice also thanked Mr Wilfred Tsui for his service in the past six years.  He said, "As Judiciary Administrator, Mr Tsui has made an important contribution to the strengthening of Judiciary Administration in relation to the operation of the Courts."

    Brief biographical notes on Mr Tsui and Miss Lau are as follows:

Mr Wilfred Tsui Chi-keung

    Mr Tsui, aged 56, first joined the Government in the Executive Grade in 1969 and later transferred to the Administrative Officer Grade in 1979.  He rose to the rank of Senior Administrative Officer in 1985 and was promoted to Administrative Officer Staff Grade 'C' in 1988.  He left Government after 22 years of service and joined the Hospital Authority in 1991 as Deputy Director (Management).  He was appointed Judiciary Administrator in June 1999.

Miss Emma Lau Yin-wah, JP

    Aged 44, Miss Lau joined the Government's Administrative Officer Grade in September 1982.  She was promoted to her present rank of Administrative Officer Staff Grade 'B' in January 1998.

    Over the years, Miss Lau has served in various bureaux and government departments.  Senior posts she has held include Deputy Secretary for the Treasury (1997-1999) and Deputy Judiciary Administrator (Development) (1999-2004).  She has taken up the post of Deputy Secretary (Financial Services) in the Financial Services and the Treasury Bureau since August 2004.
