Acting Chief Executive's remarks on resignation of
CS

    Following is the transcript (English portion) of remarks made by the Acting Chief Executive, Mr Henry Tang, on the resignation of the Chief Secretary for Administration, Mr Donald Tsang, at the Central Government Offices today (May 25):

Acting Chief Executive: This afternoon, Mr Donald Tsang tendered his resignation as the Chief Secretary for Administration because he has decided to stand for the upcoming election of the Chief Executive.  Mr Tsang has now proceeded on leave.

    The SAR Government respects Mr Tsang's decision.  I strongly believe that this decision reflects his commitment to the successful implementation of the "One Country, Two systems" arrangement as well as to preserving Hong Kong's continued stability and prosperity.

    I have been working with Mr Tsang in various capacities for many years.  I consider him a highly capable official with extensive administrative experience.  And his performance has been well received and well supported by the people of Hong Kong.

    In accordance with Article 53 of the Basic Law, I will assume the duties of the Chief Executive.  Together with all Principal Officials and colleagues in the civil service, we will continue to carry out our duties diligently.  We will ensure social stability and continued smooth operation of the Government.  Our most important task now is to ensure the upcoming Chief Executive Election will be completed smoothly so that a new Chief Executive will be returned according to schedule.

Reporter: Mr Tang, will you support Mr Tsang's candidacy?

Acting Chief Executive: Yes I will support Mr Tsang's candidacy because I feel he is the most capable and suitable person to be elected.

Reporter: He is more suitable than yourself?

Acting Chief Executive: Yes, he is more suitable than myself.

Reporter: (inaudible)

Acting Chief Executive: The election is an open and fair election. Anyone who qualifies and who can get 100 Election Committee members to nominate him will qualify as a candidate.

Reporter: Will it raise benefit if somebody qualifies?

Acting Chief Executive: This is an open and fair system. Anyone who can secure 100 nominations will qualify to be a candidate.
