    The Financial Secretary has appointed Mr David Ng Tze Kin and Professor Lam Kin, as members of the Insider Dealing Tribunal to inquire into possible insider dealings in the listed securities of Vanda Systems and Communications Holdings Limited in 2000.

    Appointment of the two members was made pursuant to section 15(2) of the Securities (Insider Dealing) Ordinance (Cap. 395).  Mr Ng is the Managing Director of the Hong Kong Great Wall Certified Public Accountants Limited.  Professor Lam is the Chair Professor and Head of the Department of Finance and Decision Sciences of the Hong Kong Baptist University.   Both are familiar with the operation of Hong Kong's financial markets.

    They will sit on the tribunal under the chairmanship of the Honourable Mr Justice McMahon, Judge of the Court of First Instance of the High Court.  The preliminary hearing of the inquiry will start at 9am next Tuesday (May 17, 2005), at the Insider Dealing Tribunal on 38th Floor of the Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong.
