以下為財政司司長唐英年今日（七月二十七日）早上在香港聯合交易所出席香港特別行政區政府環球債券發行上市儀式的致辭全文：
各位嘉賓、香港交易所各位代表：
我很高興出席今天香港特別行政區政府首次債券發行的上市儀式。
這是特區政府首次發行債券，創下了好幾個第一，包括：第一，這是亞洲地區以兩種貨幣為單位，並同時向零售投資者和機構投資者發售的最大規模的債券發行。第二，這是香港歷來供認購的最大金額零售債券。第三，這次零售債券認購，利用了香港歷來最廣泛的零售分銷網絡進行，其中包括23家銀行的1,100多家分行和數以百計的證券經紀行。藉此機會，我要多謝香港證券經紀界對這次債券發行的大力支持。
得到聯席環球協調行及入帳行，配售銀行及經紀行的支持，特區政府成功首次推出及發行200億港元的環球債券，並完成上市。此項目受到國際及本地投資者的熱烈歡迎，實在值得我們高興；因為它既印證了特區政府發行的債券在國際投資界中信譽良好，又反映出本地零售投資者樂意接納信貸聲譽良好及能提供穩定收入的新產品。
這次我們發行環球債券，由遴選安排行至開展路演，只用了約五個星期。這本身已是發行政府債券方面的一項紀錄。從這次債券發行成功，我們可以看到香港已具備必要的專業技能和基礎設施，可承擔日後類似的債券發行。這將有助加強香港作為國際金融中心的地位。
最後，請讓我再次感謝各聯席環球協調行、入賬行、配售銀行和各有關方面，大力支持這次債券發行，使到這項目能成功順利完成。多謝各位。
