Kwai Chung Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Kwai Chung Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Kwai Chung area," a spokesman for the Town Planning Board said today (July 9).

The Planning Scheme Area, with an area of about 1,025 hectares, is situated in Tsuen Wan New Town within the Kwai Tsing Administration District.

About 4.6 hectares of land is zoned "Commercial", covering existing commercial developments including the Metro Plaza and the Kwai Fong Multi-storey Car Park near Kwai Fong MTR Station.

About 7.1 hectares of land is zoned "Comprehensive Development Area" ("CDA"). Over half of the area under this zone covers the Kau Wa Keng valley floor and the area occupied by the Kau Wa Keng Old Village. It is intended that the area should be developed in a comprehensive manner as a single project and should contain adequate Government, institution or community facilities, open space and commercial provision to serve the residential development. The existing industrial low-rise buildings at the junction of Cheung Wing Road and Kwok Shui Road, and an area at the junction of Wo Yi Hop Road and Ta Chuen Ping Street are also designated as "CDA" sites.

About 182.6 hectares of land is zoned "Residential (Group A)" for high-density residential developments, covering public housing estates and majority of the private housing development.

About 15.3 hectares of land is zoned "Residential (Group B)" for medium density residential development mainly located in the south-eastern part of the Area.

About 2.9 hectares of land is zoned "Residential (Group E)" to encourage the phasing out of industrial uses. It provides an opportunity for redevelopment of existing obsolete industrial buildings.

About 2.6 hectares of land is zoned "Village Type Development", mainly covering the existing Ha Kwai Chung Village.

About 49.1 hectares of land is zoned "Industrial" to ensure that sufficient industrial land is reserved to provide employment opportunities for the labour force of Tsuen Wan New Town as a whole.

About 116.8 hectares of land is zoned "Government, Institution or Community" ("G/IC") for provision of various GIC facilities to serve the needs of the Area and the adjoining areas.

About 108.7 hectares of land is zoned "Open Space", which includes the Central Kwai Chung Park and the Kwai Chung Sports Ground.

About 173.4 hectares of land is zoned "Other Specified Uses" ("OU") for specific uses including container terminals and container-related uses, petrol filling stations, cemetery and crematorium, sewage treatment works, sewage screening plant, and electricity substation. It also includes various sites designated as "OU" annotated (Business) at the north-west, north-east and Central Kwai Chung Industrial Area.

About 252.1 hectares of land is zoned "Green Belt", covering mainly steep hill-slopes in the eastern part of the Area, and is intended to define the outer limits of Tsuen Wan New Town and for the conservation of areas with high scenic and landscape values.

The approved Kwai Chung OZP No. S/KC/21 is available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Tsuen Wan and West Kowloon District Planning Office, and the Kwai Tsing District Office.

Copies of the approved OZP are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan can be viewed on the Town Planning Board's website at http://www.info.gov.hk/tpb.
