以下為財政司司長唐英年今日（七月七日）下午在港島香格里拉酒店主持零售債劵發行儀式的致辭全文：
各位嘉賓：
我很高興今天能夠參加香港特區政府港元零售債券的發行儀式。這次政府發行債劵，在很多方面來說，都是一個突破，但我相信其中較為重要的一項是政府這次發行債券，為零售投資者提供了一個為建設香港未來而投資的機會。
香港市民一向享有區內最優質的基礎建設和公共設施。為了保持香港的競争力，特區政府一向致力投資在可為香港帶來長遠經濟利益的項目。發行政府債券，一方面可以提供另一個非經常性收入來源，讓我們繼續進行必要的投資；另一方面，亦可增加政府在公共理財方面的靈活性。
特區政府在擴展本地資本市場的深度，和鞏固香港作為國際金融中心的地位方面，一向不遺餘力。繼在今年五月發行五隧一橋收入證劵化債券後，這次作環球債券發行，將為我們進一步發展本地債券市場，再跨出重要的一步。我們亦希望通過政府以身作則，可以鼓勵香港的公營機構和私人企業，亦考慮透過在香港發行債劵籌集資金。
最後，我在此向各聯席環球協調行、入帳行、配售銀行和參與經紀，在這次債券發行中的支持和配合表達真摯的謝意。我亦要感謝其他有關機構，在這次籌備和發行債券過程中通力合作。我相信藉着大家的共同努力，這次債券發行定能取得理想成績。
