The 2004 Honours List will be published in the Government Gazette today (July 1). This is the seventh full Honours List since the reunification.
The Chief Executive has accorded awards to a total of 376 persons in this year's Honours List, including:

The recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service.
This year's Honours List also included those people who made outstanding contributions in the fight against Severe Acute Respiratory Syndrome (SARS).
The presentation ceremony for the awards will be held later this year, tentatively in October.
Following are the citations on the award recipients of the 2004 Honours List.
2004 Honours List Gold Bauhinia Star (GBS)
The Honourable FOK Tsun-ting, Timothy, SBS, JP
Mr FOK is awarded the GBS for his distinguished and outstanding contribution to the promotion and development of sports in Hong Kong. Through his untiring efforts, Mr FOK has made significant contribution in raising the status of the HKSAR in the sports arena. His great zeal in sports development has inspired the athletes to excel themselves in international sports competitions and attain outstanding achievements.
The Honourable LAU Kin-yee, Miriam, JP
Ms LAU is awarded the GBS for her dedicated and distinguished public and community service, particularly her contribution to the development of the security and guarding industry and the upgrading of quality of private security services in Hong Kong; as well as her role in representing the transport and logistics industry.
The Honourable IP Kwok-him, JP
Mr IP is awarded the GBS for his distinguished public and community service to the territory. In his various public service roles and community activities, he has served as an effective communication link between the local community, the District Councils and the Government.
Mr Haider Hatim Tyebjee BARMA, JP
Mr BARMA is awarded the GBS in recognition of his distinguished service in the Public Service Commission. He was appointed as Chairman of the Public Service Commission since 1996. Under his chairmanship, the Commission offers invaluable advice to the Government on civil service appointments, promotions and disciplinary matters to ensure impartiality and fairness. The Commission also acts as a think tank on the development of Government's human resources management policies and practices.
Dr CHOW Yei-ching
Dr CHOW is awarded the GBS for his distinguished services in educational, charitable and commercial areas and his outstanding contribution to the community. He has contributed invaluable advice to a number of professional bodies and charitable organizations with his profound expertise and rich experience in the business field. He has also spared no efforts in strengthening commercial and cultural ties between Hong Kong and other countries.
Sir WU Ying-sheung, Gordon
Sir Gordon is awarded the GBS for his distinguished public and community service to the territory. He has made valuable advice to the Government on ports planning and development, as well as on enhancing the attractiveness of Hong Kong as an international logistics and maritime centre. He has also offered constructive suggestions on enhancing Hong Kong's physical connectivity with the Pearl River Delta region, notably in supporting the construction of the Hong Kong-Zhuhai-Macao Bridge.
Mr LEUNG Po-wing, Bowen, JP
Mr LEUNG is awarded the GBS in recognition of his dedicated and distinguished service to the Government and the Hong Kong community over the past 31 years. In particular, he has made sterling contribution in the planning and lands spheres and in fostering better understanding and closer links between Hong Kong and the Mainland. He served as Secretary for Planning, Environment and Lands before his current appointment as Director, Office of the Government of the Hong Kong Special Administrative Region in Beijing in 1998.
Mr FANG Hung, Kenneth, JP
Mr FANG is awarded the GBS in recognition of his significant contribution to the industrial development in Hong Kong, particularly for his contribution to the textiles and clothing sector and his dedicated efforts in promoting productivity improvement in industries in Hong Kong. Mr FANG is a well-respected and successful industrialist in the textiles and clothing sector. Notable among his contribution is his outstanding chairmanship of the Hong Kong Productivity Council.
Mr David Gordon ELDON, JP
Mr ELDON is awarded the GBS in recognition of his distinguished public and community services, particularly for his contribution to the development of the banking sector and the stability and integrity of the monetary and financial systems in Hong Kong through his participation in the Exchange Fund Advisory Committee. Mr ELDON has contributed invaluable advice to a number of advisory committees with his rich international experience in the global banking industry and profound expertise in the local banking sector.
Mr SZE Cho-cheung, Michael, JP
Mr SZE is awarded the GBS in recognition of his significant contribution to the promotion of trade for Hong Kong. Notable among his contributions are his excellent performance during his past tenure as the Executive Director of the Hong Kong Trade Development Council, his outstanding achievements in promoting the image of Hong Kong worldwide, and his distinguished track record of community services.
Mr YUEN Mo, JP
Mr YUEN is awarded the GBS for his outstanding performance and valuable contribution in promoting and fostering close economic and business ties between Mainland and Hong Kong, particularly for the development of shipping and cargo industry in Hong Kong, and also for his active service to the Hong Kong community.
Dr Allan ZEMAN, JP
Dr ZEMAN is awarded the GBS in recognition of his significant contribution to the field of tourism, culture and arts. Dr ZEMAN is the founder and the Chairman of the Lan Kwai Fong Group. Through the Lan Kwai Fong Group, he developed Lan Kwai Fong into one of Hong Kong's most popular entertainment and tourism destinations. Despite his many business interests, he is active in public service and in serving the community.
Dr CHOA Wing-sien, George, JP
Dr CHOA is awarded the GBS for his long and distinguished service to the Hong Kong community. Notable among his contribution is his excellent performance as the Council Chairman of the Hong Kong St. John Ambulance. Dr CHOA has renowned achievements in the medical field and has made significant contribution to the development of the Ear, Nose & Throat specialty in Hong Kong. He was the founder of the Hong Kong Society for the Deaf and has rendered unfailing support for the promotion of welfare of the deaf through the Society.
Mr CHENG Wai-chee, Christopher, JP
Mr CHENG is awarded the GBS in recognition of his distinguished public and community service and his sterling contribution in promoting the development of Hong Kong as an international trade, commercial and financial centre, as well as a world class city. He has also played a key role in the work of the Town Planning Board. As a long-serving former member of the Public Service Commission, he provided invaluable advice to the Government on the formulation of human resources management policies and practices for the civil service.
Ms YIP Wai-jane
Ms YIP is awarded the GBS for her valuable contribution to the promotion of education in Hong Kong. She has devoted herself to the promotion of basic education for years and nurtured many young and enthusiastic educators.
Silver Bauhinia Star (SBS)
The Honourable TING Woo-shou, Kenneth, JP
Mr TING is awarded the SBS for his significant contribution in promoting the development of Hong Kong's industries, particularly for toys and plastics industries. In his various public service roles, he has provided invaluable advice and support to the Government on issues relating to the development of Hong Kong industries and Small & Medium Enterprises.
The Honourable NG Leung-sing, JP
Mr NG is awarded the SBS for his distinguished public and community service, particularly his contribution to the Housing Authority and the development of the banking and financial sector.
The Honourable HUI Cheung-ching, JP
Mr HUI is awarded the SBS for his distinguished public and community service in Hong Kong. In his various public service roles, he has provided invaluable advice and support to the Government on issues pertinent to the development of import & export industries.
The Honourable LAU Ping-cheung
Mr LAU is awarded the SBS for his distinguished public and community service, particularly his contribution to local public affairs, promotion of professional services, both locally and globally and nurturing of the new generation of quality professionals.
The Honourable MA Fung-kwok, JP
Mr MA is awarded the SBS for his distinguished public and community service and his dedication and commitment to the cultural and arts sector, in particular the film industry.
The Honourable Mr Justice TANG Ching, Robert, JP
Mr Justice TANG is awarded the SBS in recognition of his distinguished public and community service, particularly for his valuable contribution during his past tenure as Chairman of the Independent Police Complaints Council and his public service relating to the financial services sector.
Mr LAM Kin-fung, Jeffrey, JP
Mr LAM is awarded the SBS for his valuable contribution to the development of Hong Kong's toys and plastics industries and his dedicated efforts in helping to maintain the competitiveness of Hong Kong's industries. He has also played a pivotal role in fostering closer ties between the business sectors and the Government.
Mr MAK Ching-hung, JP
Mr MAK is awarded the SBS in recognition of the distinguished and dedicated service he has rendered to the Government and the Hong Kong community over the past 38 years. Mr MAK has made valuable contribution in many areas, including promotion of Hong Kong's economic and trade interests in the United States, coordination of the work of the Joint Liaison Group and implementation of the Basic Law and the Accountability System for Principal Officials. He is currently the Permanent Secretary for Constitutional Affairs.
Mr John Robertson BUDGE, JP
Mr BUDGE is awarded the SBS for his long and outstanding service to the Hong Kong community, particularly for his work on the Hong Chi Association and his dedicated efforts in advancing the welfare of mentally handicapped persons in Hong Kong.
Mr LAM Kwong-yu, Albert, JP
Mr LAM is awarded the SBS in recognition of the distinguished and dedicated service he has rendered to the Hong Kong community and his meritorious leadership of the Civil Aviation Department. Mr LAM has made significant contribution to the development of Hong Kong as an international and regional aviation centre and actively promoted Hong Kong in the international civil aviation arena. He retired as the Director-General of Civil Aviation after serving 41 years with the Government.
Mr Alan HOO, SC, JP
Mr HOO is awarded the SBS for his distinguished public and community service, particularly for his contribution to the promotion of the Basic Law and the development of the constitution in Hong Kong.
Professor YUEN Kwok-yung, JP
Professor YUEN is awarded the SBS for his distinguished contribution in discovering the novel coronavirus as the causative agent of the Severe Acute Respiratory Syndrome (SARS) and devising a rapid diagnosis test for laboratory confirmation of the disease during the SARS epidemic last year. Professor YUEN has also made outstanding contribution in the area of food safety, zoonotic and infectious disease, particularly in providing valuable assistance to the Government in formulating appropriate measures to minimize the risk of avian influenza and other zoonotic diseases.
Mr LEUNG Kwan-yuen, Andrew, JP
Mr LEUNG is awarded the SBS for his significant contribution to the formulation of labour policies and legislation over the past decade, his outstanding efforts in promoting productivity and industrial development, and his firm commitment to upgrading Hong Kong's textiles, garment and fashion industries and raising its international profile.
Mr HUI Chun-fui, Victor, JP
Mr HUI is awarded the SBS for his long and significant contribution in promoting sports development in Hong Kong over the past 30 years, particularly for his valuable contribution in sports management and fostering the HKSAR delegation's participation in many international competitions, such as the Olympic Games and Asian Games.
Dr YEUNG Chun-kam, Charles, JP
Dr YEUNG is awarded the SBS for meritorious public and community service, and his valuable contribution in promoting Hong Kong's industrial development.
Dr York LIAO, JP
Dr LIAO is awarded the SBS for his distinguished public service, particularly for his valuable contribution to the development of the local higher education through his work as Chairman of the Hong Kong Council for Academic Accreditation and Member of the University Grants Committee.
Mr Christopher Iain Carlyle JACKSON, JP
Mr JACKSON is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community. In particular, he has made sterling contribution in the promotion of Hong Kong's economic and trade interests in the United States and the European Communities. He retired as the Special Representative for Hong Kong Economic and Trade Affairs to the European Communities after serving 27 years with the Government.
Dr TAI Tak-fung, JP
Dr TAI is awarded the SBS for his devotion to youth development programmes and his support for charity. He has also made valuable contribution to the Trade and Industry Advisory Board.
Mr HAU Shui-pui, BBS
Mr HAU is awarded the SBS for his long and distinguished public and community service, particularly for his valuable contribution to local district administration.
Mr James Wyndham John HUGHES-HALLETT
Mr HUGHES-HALLETT is awarded the SBS for his distinguished public and community services, particularly for his significant contribution to the development of the aviation and logistics industries in Hong Kong.
Mr Leo A DALY
Mr DALY is awarded the SBS in recognition of his distinguished contribution to fostering close bilateral relationship between the United States and Hong Kong. He is a leading architect who is well respected and recognised both locally and worldwide.
Professor SUNG Jao-yiu, Joseph
Professor SUNG is awarded the SBS for his distinguished contribution in combating the Severe Acute Respiratory Syndrome (SARS) by showing exemplary courage and professionalism in treating SARS patients in the Prince of Wales Hospital and participating actively in many international collaboration efforts on the study, prevention and treatment of the disease. Professor SUNG has also made valuable contribution to the University Grants Committee's quality assurance initiative by assisting in the actual conduct of the Teaching and Learning Quality Process Reviews.
Miss WANG Ming-chun, Elizabeth
Miss WANG is awarded the SBS in recognition of her outstanding achievements in the local entertainment industry and her meritorious public and community service. She is also a role model for life-long learning.
Medal for Bravery (Silver) (MBS)
Mr YIP Chi-hang, Czeven
Mr YIP, an Air Crewman Officer III, is awarded the MBS in recognition of the gallantry of an extremely high order he displayed in a search and rescue operation on 23 July 2003 when typhoon signal No. 8 was hoisted. Despite the known danger, he volunteered to be winched down to the distressed container vessel in an impossible operating environment resulting in rescuing 16 lives. He displayed courage, selflessness and professionalism and clearly demonstrated a high degree of gallantry and public spiritedness during a life-threatening situation.

Mr CHAN is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now an Assistant Commissioner of Police and has served in the Force for over 27 years.

Mr TANG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Deputy Commissioner of Police and has served in the Force for over 27 years.
Mr Peter Charles BURBIDGE-KING
Mr BURBIDGE-KING is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Chief Superintendent of Police and has served in the Force for over 30 years.
Mr MAK Man-poon, Edward
Mr MAK is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now an Assistant Commissioner of Police and has served in the Force for over 31 years.

Mr THOMAS is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now an Assistant Commissioner of Police and has served in the Force for over 29 years.

Mr CHUNG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now an Assistant Commissioner of Police and has served in the Force for over 30 years.

Mr CHU is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He is now a Chief Fire Officer and has served in the Department for over 31 years.

Mr TSOI is awarded the Hong Kong Immigration Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Immigration Department. He is now an Assistant Director of Immigration and has served in the Department for over 29 years.

Mr CHOW is awarded the Hong Kong Customs and Excise Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Customs and Excise Department. He is now an Assistant Commissioner of Customs and Excise and has served in the Department for over 30 years.

Dr LIM Wei-ling, Wilina, JP
Dr LIM is awarded the BBS for her dedicated and meritorious service in the Department of Health. Dr LIM has made remarkable contributions to the control of communicable and non-communicable disease and the development of medical virology in Hong Kong. She is currently the Consultant Medical Microbiologist heading the Public Health Laboratory Services Branch and has served the Government for 23 years.
Mr Anthony Martin HEIGHT, JP
Mr HEIGHT is awarded the BBS for his dedicated and meritorious service to the Government for over 36 years. He retired as a Senior Principal Executive Officer.
Dr David George CLARKE, JP
Dr CLARKE is awarded the BBS for his dedicated and meritorious service in the Government Laboratory. Dr CLARKE is currently the Government Chemist and has served the Government for 27 years.
Mr CHAN Wing-sang, JP
Mr CHAN is awarded the BBS for his dedicated and meritorious service to the Government for over 33 years. Mr CHAN retired as the Deputy Secretary (Works)2 in the Environment, Transport and Works Bureau.
Mr LUK Koon-hoo, Roger, JP
Mr LUK is awarded the BBS for his meritorious public and community services, in particular his outstanding contribution as the Chairman of the Broadcasting Authority Complaints Committee.
Professor WONG Yuk-shan, JP
Professor WONG is awarded the BBS for his meritorious public and community service, particularly in taking the helm of the Curriculum Development Council devotedly to realize the aims of education for 21st century in Hong Kong, to develop and foster moral and civic education as well as national identity among students.
Mr WONG Chun-shiu, JP
Mr WONG is awarded the BBS for his dedicated and meritorious service in the Rating and Valuation Department. He is currently the Deputy Commissioner of the Rating and Valuation Department and has served the Government for 37 years.

Mr YEUNG is awarded the BBS for his meritorious public service, in particular his work in the Vocational Training Council and the Equal Opportunities Commission.
Miss WAN Lai-yau, Deborah, JP
Miss WAN is awarded the BBS for her outstanding contribution to the rehabilitation of people with psychiatric disabilities, facilitating and helping them to integrate into the community.
Mr CHIU Sai-chuen, Nicholas, JP
Mr CHIU is awarded the BBS for his meritorious services and valuable contribution to the advisory bodies on civil service salaries and conditions of service.
Professor Iris CHI, JP
Professor CHI is awarded the BBS for her valuable contribution to the development of policies and services for older persons and strategies to meet the longer term challenges of population ageing in Hong Kong.
Dr Sammy POONE, JP
Dr POONE is awarded the BBS in recognition of his meritorious public and community service, particularly for his outstanding contribution in administering independent appellate authorities related to immigration matters.
Ms CHOI Suk-kuen, JP
Ms CHOI is awarded the BBS for her dedicated and meritorious service in the Leisure and Cultural Services Department. She is currently the Deputy Director of Leisure & Cultural Services (Culture) and has served the Government for 32 years.
Mr TANG Kwai-nang, JP
Mr TANG is awarded the BBS for his meritorious public and community services, in particular his outstanding contribution as the Chairman of the Advisory Committee on Travel Agents.
Mr Daniel LAI, JP
Mr LAI is awarded the BBS in recognition of his significant contribution to promoting the development of the information technology industry, and to driving wider information technology adoption in the business sector and the community at large.
Ms CHUNG Lai-kwok, Elaine, JP
Ms CHUNG is awarded the BBS in recognition of her loyal and meritorious service to the Government and the Hong Kong community over the past 34 years. In particular, she has made valuable contribution in various policy areas, especially the area of housing development.

Mr CHUNG is awarded the BBS in recognition of his dedicated and meritorious community service in Tsuen Wan District.

Mr YUEN is awarded the BBS for his contribution to community service, particularly his dedication to the development of the profession of engineering.

Mr MAO is awarded the BBS in recognition of his remarkable achievements in drama and arts and his notable artistic direction in leading the Hong Kong Repertory Theatre as well as his efforts in promoting and developing theatrical art.

Dr WONG is awarded the BBS for his valuable contribution to charity and community service in Hong Kong, particularly for his work as Chairman of the Po Leung Kuk.

Dr SETO is awarded the BBS in recognition of his significant contribution in infection control in the fight against Severe Acute Respiratory Syndrome.

Dr YAM is awarded the BBS in recognition of her distinguished and valuable contribution in the management and treatment of patients suffering from Severe Acute Respiratory Syndrome.

Professor HO is awarded the BBS in recognition of his meritorious public and community service, particularly for his contribution to environmental protection and achievements in environmental research.

Mr NG is awarded the BBS for his dedicated and meritorious service to the Government for 30 years. He retired as the Director, Civil Service Training and Development Institute.
Mr John Y WOO
Mr WOO is awarded the BBS for his outstanding achievements as a gifted and innovative film director. He has contributed to enhancing the profile of Hong Kong films in the international filming community. He has made films in Hollywood since 1993 and his films have won many international awards.
Dr NG Cho-nam
Dr NG is awarded the BBS in recognition of his meritorious public and community service, particularly for his contribution to environmental protection and promotion of nature conservation in Hong Kong.
Mr NG Hon-leung
Mr NG is awarded the BBS in recognition of his valuable contribution to the real estate and construction industries in Hong Kong.
Mr Nigel Philip BURLEY
Mr BURLEY is awarded the BBS for his dedicated and meritorious service in the Lands Department. The former Principal Government Land Agent had served the Government for 31 years.
Mr LAM Kwei-cheong
Mr LAM is awarded the BBS in recognition of his dedicated public and community service, particularly in promoting the welfare of market traders.
Mr LAM Hok-po
Mr LAM is awarded the BBS for his meritorious public and community service and his valuable contribution to the watch and clock industry.
Mr Ian Francis WADE

Captain TANG, a Pilot I, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a search and rescue operation on 23 July 2003 when typhoon signal No. 8 was hoisted. He successfully maneuvered the aircraft in very poor weather conditions and led his team in rescuing 16 lives from a distressed container vessel. He displayed great leadership, determination, courage and excellent skill during the operation despite the danger to himself.

He played a very important part in the rescue mission by giving voice marshalling to the pilots and operating the winch in very poor weather conditions, resulting in the successful airlifting of a seriously burnt survivor to safety. He displayed determination, courage and professionalism during the operation despite the danger to himself.

He acted exceptionally throughout the rescue mission. He braved the strong wind and sub-zero operating environment and assisted the aircraft commander in positioning the helicopter and expertly completed the winching safely in the shortest time possible, resulting in the successful airlifting of two casualties from a distressed life raft. He displayed courage, selflessness and excellent skill during the operation despite the danger to himself.

As a co-pilot, he provided unfailing support to the aircraft commander in maneuvering the aircraft and monitoring the operating environment throughout in very poor weather conditions, resulting in the successful airlifting of two casualties from a distressed life raft. He displayed professionalism, confidence and teamwork in the highest standard during the operation despite the danger to himself.

Mr TSANG, a Senior Inspector of Police, is awarded the MBB in recognition of the exemplary act of gallantry he displayed whilst off duty in rescuing the driver out of a blazing car after a traffic accident which occurred on the Island Eastern Corridor on 4 October 2003. He was the first to respond and the only person to approach the blazing car. The vehicle could have exploded at the time of the rescue and he risked his own life to save a helpless person in a life-threatening predicament.

Mr YEUNG is awarded the MBB in recognition of the exemplary act of gallantry he displayed in rescuing two passengers out of the blazing car at a car accident occurred on Prince Edward Road East on 17 December 2003. When he saw the accident from an opposite carriageway, he stopped his car and immediately made his way to the scene of accident without hesitation. Despite the known danger, he still risked himself and battled alone to rescue two passengers, one by one out of the blazing car. The car eventually exploded shortly after the second passenger was rescued.
