Following is the speech by the Acting Secretary for Economic Development and Labour, Mr John Tsang, in moving to amend the long title of the Merchant Shipping (Security of Ships and Port Facilities) Bill 2004 at the Legislative Council meeting today (June 23):

Madam Chairman,

I move that the long title be amended as set out in the paper circulated to Members. The proposed amendments aim to improve the presentation and drafting aspects of the long title.
