Registration and Electoral Office to send poll cards to electors

About 2.418 million registered electors in 326 constituencies will receive poll cards reminding them where and how to vote in the 2003 District Council Election.

Polling will be held on November 23 (Sunday), from 7.30am to 10.30pm.

The Registration and Electoral Office is mailing to each of the electors a poll card, a map indicating the location of the designated polling station, a voting guide and an introductory leaflet containing the photographs, personal particulars and platforms of the candidates in their respective constituencies.

Also included in the mailing will be a leaflet from the Independent Commission Against Corruption on clean and fair elections and a letter from the District Officer appealing to voters to exercise their civic rights.

"If electors do not receive the material by November 13, they should make enquiries through the election hotline at 2891 1001," a spokesman for the Registration and Electoral Office said.

The spokesman said voting was very simple.He explained the five simple steps to casting a ballot:

* Bring your Hong Kong identity card to your designated polling station;

* You will be given a ballot paper and a paperboard attached with a chop bearing a "tick";

* Go inside a voting compartment and use the chop to stamp a "tick" in the circle opposite the name of the candidate of your choice on the ballot paper;

* Fold the ballot paper to hide your vote; and

* Put the ballot paper into the ballot box and return the paperboard and the chop to a polling staff member.

Candidates in 74 of the 400 constituencies have been elected unopposed. The remaining 326 seats in the 18 District Councils will be contested by 763 candidates.

The 555,534 electors in the uncontested constituencies who do not have to vote will also receive a notice of uncontested nomination and a leaflet introducing the elected candidate of their respective constituency.
