Special traffic arrangements for musical fireworks competition

Police will implement special traffic arrangements and crowd management to facilitate the Hong Kong International Musical Fireworks Competition to be held on October 5 and 12.

The special traffic measures to be implemented are as follows:

Hong Kong Island

----------------

I. The following road closure and diversions will be effective from 7 pm before the fireworks display starts.

A. Peak area

1. The uphill section of Stubbs Road beyond the Stubbs Road roundabout will be closed to all goods vehicles with a gross weight over 5.5 tonnes until Peak Road is re-opened to traffic.

2. All uphill traffic along Peak Road except vehicles of local residents or with permits will be directed downhill via the slip road beside the carpark entrance to Peak Galleria.

3. Only vehicles with permits will be allowed to gain access to Lugard Road and Harlech Road.

4. Mount Austin Road and Barker Road are accessible by local residents only.

5. Lay-bys along a section of Stubbs Road between Peak Road and Stubbs Road roundabout, and a section of Magazine Gap Road between Peak Road and May Road will be coned off.

B. Central area

1. A section of Chung Kong Road between Shun Tak Centre and Rumsey Street will be closed.

2. Man Kwong Street, Man Chiu Street, Man Fai Street, a section of Man Yiu Street between Man Kwong Street and Man Cheung Street, Rumsey Street Flyover Extension (Man Po Street), Finance Street, Edinburgh Place and Star Ferry Concourse will be closed.

3. Except those vehicles leaving City Hall Carpark and the People's Liberation Army Barrack, the Edinburgh Place East will be closed to traffic.

C. Wan Chai North

The following roads or sections of roads will be closed:

Lung Wui Road, Tim Wa Avenue (except People's Liberation Army vehicles), Tim Mei Avenue, Performing Arts Avenue, Fenwick Pier Street, Lung King Street, a section of Fenwick Street between Gloucester Road and Harbour Road, Expo Drive, Expo Drive Central, Expo Drive East, Convention Avenue, Harbour Road, Harbour Drive, a section of Fleming Road between Gloucester Road and Harbour Road, Fleming Road Flyover, a section of Tonnochy Road between Gloucester Road and Harbour Road, Tonnochy Road Flyover, a section of Marsh Road between Gloucester Road and Hung Hing Road, Hung Hing Road, Hung Hing Road Flyover, Wan Shing Street, Wan Ying Street, Marsh Road Flyover, and the cul-de-sac off Causeway Bay Typhoon Shelter.

D. Wan Chai South

1. A section of Gloucester Road service road between Percival Street and Canal Road East may be closed at short notice.

2. Traffic on westbound Gloucester Road will be banned from turning into Gloucester Road service road at the junction with O'Brien Road at short notice.

3. The northbound carriageway of Percival Street between Jaffe Road and Gloucester Road service road may be closed at short notice. Traffic on eastbound Jaffe Road will have to turn right into southbound Percival Street.

4. A section of southbound Percival Street between Lockhart Road and Gloucester Road service road may be closed at short notice. Traffic on eastbound Jaffe Road will be diverted via Canal Road West onto Gloucester Road service road.

5. A section of Marsh Road between Hennessy Road and Lockhart Road will be closed.

6. A section of Tonnochy Road between Hennessy Road and Lockhart Road will be closed.

E. Eastern District

1. Traffic on Island Eastern Corridor between Man Hong Street and Victoria Park Road will be held during the fireworks display.

2. Vehicles travelling along westbound Island East Corridor will be diverted into Man Hong Street.

3. Traffic on Healthy Street Central and Tong Shui Road will be banned from turning into westbound Island East Corridor.

4. Traffic on Victoria Park Road and Hing Fat Street will be banned from turning into eastbound Island East Corridor.

F. Suspension of carparks

1. The carparks on a section of westbound Gloucester Road between Paterson Street and Percival Street will be closed at short notice.

2. Due to the above road closure, vehicles parked in various car parks within the closed areas will not be permitted to leave these carparks during the road closure until the roads are re-opened for traffic, except for emergency purposes.

II. Temporary road closure and diversions after the fireworks display will be implemented at 8.13 pm:

1. A section of Fleming Road between Lockhart Road and Hennessy Road will be closed to facilitate the dispersal of crowds.

2. A section of Lockhart Road between Percival Street and Luard Road will be closed.

3. A section of Jaffe Road between Percival Street and Luard Street will be closed.

4. Traffic on eastbound Hennessy Road is not allowed to turn left into northbound Canal Road West.

5. Traffic on Canal Road West will be diverted to turn left to inner Gloucester Road only.

III. Carparks and parking spaces

The parking spaces at the following locations will be suspended from 6 pm until 10 pm:

Edinburgh Place, Gloucester Road service road, a section of Stewart Road between Jaffe Road and Gloucester Road service road, a section of the northern side of Jaffe Road between Fleming Road and Stewart Road, a section of Marsh Road between Hennessy Road and Lockhart Road, a section of Jaffe Road between Percival Street and Canal Road East, Lung King Street, Hung Hing Road and Expo East.

IV. Suspension of taxi stands

1. The taxi stand at Expo Drive East will be suspended from 6.30 pm until the road closure is lifted.

2. The following taxi stands will be suspended between 7 pm and 10 pm:

Man Kwong Street, Edinburgh Place, Lung Wui Rd, Tim Mei Avenue, Harbour Road, Wan Chai Ferry Pier Transport Interchange, and a section of Jaffe Road between Percival Street and Canal Road East.

V. Suspension of scheduled public light bus stands

The following maxicab stands will be suspended between 7 pm to 10 pm:

The stand in Edinburgh Place Centre will be relocated to the Jackson Road lay-by, all stands on Man Kwong Street will be relocated outside the General Post Office on Connaught Place, all stands on Lung Wui Rd will be relocated outside Hutchison Building on Lambeth Walk, and the stand on Wan Chai Ferry Pier Transport Interchange will be suspended without re-location.

VI. Suspension of bus stops

1. The bus terminus on Man Kwong Street will be suspended. Those affected routes will be relocated to stop at the terminus on Harbour View Street during the road closure period.

2. The 'Two International Finance Centre' bus interchange.

3. The bus-stops on inner Gloucester Road located to the west of Cannon Street will be temporarily suspended starting from 7.30 pm if necessary. Bus services will be resumed upon the direction of the Police when the crowd has dispersed.

4. The bus terminus at the Wan Chai Ferry Pier Transport Interchange will be suspended from 7 pm. It will resume operation when the road closure is lifted.

5. The bus stops at Golden Bauhinia Square and on Expo Drive East will be suspended between 6 pm to 10 pm.

Tsim Sha Tsui

(A) Closure of Hung Hom Bypass and Salisbury Road (from 5 pm)

1. Traffic on Chatham Road South southbound cannot turn left into Salisbury Road eastbound. Traffic on Salisbury Road eastbound must turn left at the junction with Chatham Road South, or enter the New World Centre. Traffic exiting the New World Centre will not be permitted to turn right onto Salisbury Road eastbound.

2. Traffic on Salisbury Road southbound will be diverted to make a right turn into either Science Museum Road westbound or Hong Chong Road northbound. The traffic lights for traffic heading northbound on Hong Chong Road may be changed to a permanent green light.

3. Mody Lane will be closed to traffic.

4. Southbound Salisbury Elevated Road will be closed.

5. The Princess Margaret Road Link southbound will be closed at its junction with Princess Margaret Road and also at its junction with the slip road from Chatham Road North.

6. Traffic from Whampoa will be directed from the Hung Hom By-pass to the roundabout at Cheong Tung Road South.

7. All traffic on Metropolis Drive eastbound will not be permitted to turn right onto the Princess Margaret Road Link Hung Hom bypass westbound.

(B) Phase One - Bus Diversion (from 6.30 pm)

1. All franchised buses on southbound Nathan Road heading for Tsim Sha Tsui will be diverted into Public Square Street and westbound Jordan Road.

2. Southbound Kowloon Park Drive at its junction with Canton Road will be restricted for the use of franchised buses only.

3. Northbound traffic on Kowloon Park Drive cannot turn into southbound Canton Road.

4. Traffic on eastbound Peking Road cannot turn right into southbound Kowloon Park Drive.

5. Traffic on westbound Middle Road cannot turn left into southbound Kowloon Park Drive.

6. All franchised buses along southbound Chatham Road South will be diverted into eastbound Granville Road where a temporary bus terminus will be provided.

7. A section of Granville Road, east of Chatham Road South will be re-routed one way eastbound and restricted for the use of franchised buses and maxicabs only.

8. Traffic on Science Museum Road cannot turn into Granville Road.

9. Granville Square will be closed.

(C) Phase Two - Pedestrianiastion (from 7 pm)

1. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed. Traffic along southbound Canton Road will be allowed to gain access to China Hong Kong City Terminus or directed to make a U-turn to northbound Canton Road at its junction with Kowloon Park Drive.

2. Northbound Kowloon Park Drive, a section of Salisbury Road between Canton Road and Kowloon Park Drive, and Star Ferry Pier will be restricted for the use of franchised buses only.

3. Haiphong Road, Ichang Street, Peking Road, Middle Road, Ashley Road, Hankow Road and Lock Road will be closed to traffic.

4. Salisbury Road between Kowloon Park Drive and Chatham Road South will be closed.

5. A section of northbound Nathan Road between Salisbury Road and Bowring Street will be closed.

6. A section of southbound Nathan Road between Granville Road and Salisbury Road will be closed. All southbound traffic will be diverted into Granville Road for Chatham Road South.

7. A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed one way eastbound. Traffic on northbound Carnarvon Road cannot turn left into westbound Granville Road.

8. Traffic from northbound Carnarvon Road cannot turn left into westbound Kimberley Road.

9. Cameron Road will be closed. Traffic on Chatham Road South cannot turn into Cameron Road.

10. Carnarvon Road south of its junction with Granville Road, Hau Fook Street, Cameron Lane, Humphreys Avenue, Prat Avenue, Hart Avenue, Mody Road (between Nathan Road and Chatham Road South), Hanoi Road, Bristol Avenue, Minden Row, Minden Avenue and Blenhiem Avenue will be closed.

11. A section of northbound Chatham Road South between Salisbury Road and Granville Road will be closed.

12. A section of southbound Chatham Road South between Mody Road and Salisbury Road will be closed. Traffic will be diverted into eastbound Mody Road for Science Museum Road.

13. A section of Mody Road between Chatham Road South and Science Museum Road will be re-routed one way eastbound. Traffic on Science Museum Road cannot turn into Mody Road.

14. Kin Wah Street will be closed.

15. Science Museum Path will be closed. Traffic on Hong Tat Path cannot turn into Science Museum Path.

(D) Phase Three - Pedestrianisation of Star Ferry Concourse (from 7.15pm)

1. Access of franchised buses to the Star Ferry Bus Terminus via southbound Kowloon Park Drive will be prohibited. All buses will be diverted to make a U-turn at the junction of Canton Road and Kowloon Park Drive. Temporary bus stops will be set up on both sides of Canton Road between Austin Road and the China Hong Kong City.

2. All remaining buses will be directed to leave the terminus via northbound Kowloon Park Drive.

(E) Phase Four - Pedestrianisation (from 8 pm)

1. A section of Nathan Road between Jordan Road and Austin Road will be closed to traffic. Traffic along southbound Nathan Road will be diverted into Jordan Road. A section of Bowring Street between Pilkem Street and Nathan Road will be closed to traffic. Traffic along westbound Jordan Road cannot turn left into southbound Nathan Road.

2. Traffic along eastbound Austin Road cannot turn right into Nathan Road.

3. Pine Tree Hill Road and Hillwood Road will be closed to traffic. Traffic on Austin Road cannot turn into Pine Tree Hill Road.

4. Traffic along eastbound Austin Road will be prohibited from turning right into Austin Avenue.

5. A section of Kimberley Road between Nathan Road and Observatory Road, Kimberley Street, Shun Yee street, Granville Road, Granville Circuit and Carnarvon Road between Granville Road and Kimberley Road. Traffic on Observatory Road will be prohibited from turning into Kimberley Street.

6. A section of northbound Chatham Road South between Granville Road and Observatory Road will be closed.

7.A section of southbound Chatham Road South between Cheong Wan Road and Granville Road will be restricted to franchised buses and maxicabs only. Other traffic along southbound Chatham Road South will be diverted into Austin Road and Cheong Wan Road.

8.A section of southbound Chatham Road South between Granville Road and Mody Road will be closed and retained as an access route for emergency vehicles.

9.Mody Road and Mody Square will be closed to traffic.

10. A section of southbound Salisbury Road will be closed at its junction with Hong Chong Road.

(F) In addition, the following arrangements will also be implemented:

1. Emergency Access Routes

During the period of road closure, the following roads will be retained as emergency access routes for emergency vehicles:

i. Southbound Kowloon Park Drive.

ii. Southbound Chatham Road South.

iii. Hung Hom Bypass from Hung Hom Road to Salisbury Road.

iv. Southbound Nathan Road.

2. Hotel access

Vehicular access to and from hotels within the affected areas will not be allowed during the period of the road closure.

3. Carpark access

Carparks affected by the road closure will be closed at 6.45 pm and will remain closed as long as the road closure is in force.

4. On-street parking

With effect from 10 am on October 5 and 12 until the stand-down of the related traffic arrangements, all on-street parking in the southern area of Tsim Sha Tsui, including south of Austin Road, Cheong Wan Road will be suspended.

Vehicles illegally parked will be towed away without prior notice.

Motorists are advised to take heed of the instructions given by the Traffic Police at the scene and reminded that strict enforcement action including multiple ticketing and towing away of all illegally parked vehicles will be taken in all the affected areas.

Crowd management measures will also be implemented in Tsim Sha Tsui as follows:

1. The promenade between the Intercontinental Hotel and the International Mail Centre will be closed to the public due to the dangers posed by construction work. As such, Tsim Sha Tsui East is not a vantage area to watch fireworks display this year.

2. Spectators can stand along the Salisbury Road Eastbound lane between the New World Hotel, along up the Hung Hum By-pass where a dedicated viewing area will be set up.

3. Spectators are allowed to stand on the Hung Hom By-pass after 6 pm.

4. Footbridge at the Hung Hom By-pass will be closed at 5 pm. No photographers or spectators are allowed to stay on the footbridge.

5. Because of the above reasons, the area around the Cultural Centre and the promenade between Star Ferry and the Hong Kong Museum of Art is expected to be very busy.

6. Spectators should follow police advice, posters and loudspeaker broadcasts on the evenings concerned.

7. There are a number of road works and construction sites along Nathan Road, Peking Road, Middle Road and Salisbury Road. Spectators are advised not to approach areas with roadworks and especially not to attempt to climb or lean against the hoarding/fence as there are deep holes and dangerous building equipment inside the construction sites.
