Senior Counsel Appointed

The following is issued on behalf of the Judiciary:

The Honourable Chief Justice Andrew Kwok-nang Li, is pleased to announce today (April 15) the appointment of six Senior Counsel of the Hong Kong Special Administrative Region. They are:

Mr Yan Mang Yee, John

Mr Chan Kin Keung, Anthony

Mr Yuen Kwok Keung, Rimsky

Mr Chua Guan Hock

Mr Shieh Wing Tai, Paul

Mr Kevin Paul Zervos

The Chief Justice is also pleased to announce the appointment of Professor Johannes M M Chan as Honorary Senior Counsel. This is the first appointment of Honorary Senior Counsel made since 1 July 1997.

The appointments are made by the Chief Justice under section 31A of the Legal Practitioners Ordinance.

The appointments will take effect from the date of the Instrument of Appointment which will be executed on 10 May 2003 when the ceremonial proceedings will be held at 10:00 am in Court no. 7 in the High Court.

The biographical notes of the newly appointed Senior Counsel and Honorary Senior Counsel are as follows:

Mr YAN Mang Yee, John

Mr Yan Mang Yee, John, aged 44, received his legal education in Hong Kong and England. Mr Yan was called to the Hong Kong Bar in 1984. He specialises in the field of intellectual property law. Mr Yan served on the Bar Council in 1993-1994.

Mr Chan Kin Keung, Anthony

Mr Chan Kin Keung, Anthony, aged 42, received his legal education in England. Mr Chan was called to the Hong Kong Bar in 1986. He has a general practice covering most areas of the civil law. Mr Chan served on the Bar Council between 1992 and 1995. He is currently a member of the Barristers Disciplinary Tribunal Panel.

Mr Yuen Kwok Keung, Rimsky

Mr Yuen Kwok Keung, Rimsky, aged 38, received his legal education in Hong Kong. Mr Yuen was admitted to the Hong Kong Bar in 1987. His practice is in the civil field, mainly in the areas of commercial law, company law and general civil matters. Mr Yuen is a member of the Barristers Disciplinary Tribunal Panel and a member of the Disciplinary Panel of the Hong Kong Society of Accountants.

Mr Chua Guan Hock

Mr Chua Guan Hock, aged 38, received his legal education in England. Mr Chua was called to the Hong Kong Bar in 1987. His practice is mainly concerned with commercial law, company law and tax law. Mr Chua has been a member of the Bar Council since 1999 and is serving on various sub-committees of the Bar Council.

Mr Shieh Wing Tai, Paul

Mr Shieh Wing Tai, Paul, aged 37, received his legal education in Hong Kong and England. Mr Shieh was called to the Hong Kong Bar in 1988. His practice is mainly in the areas of commercial law, defamation, trusts and general civil matters. He is currently a member of the Board of Review (Inland Revenue Ordinance) and an Honorary Lecturer of the Department of Professional and Legal Education of the University of Hong Kong.

Mr Kevin Paul Zervos

Mr Kevin Paul Zervos, aged 49, received his legal education in Australia. Mr Zervos was admitted to the Hong Kong Bar in 2001. Mr Zervos commenced practice as a barrister and solicitor in Australia in 1978. He worked in Australia as a legal officer between 1984 and 1991. He joined the then Attorney General's Chambers in Hong Kong in 1992 and has been specialising in criminal law. Mr Zervos is now the Senior Assistant Director of Public Prosecutions in the Department of Justice.

Professor Johannes M M Chan

Professor Johannes M M Chan is currently the Dean of the Faculty of Law of the University of Hong Kong. He was educated in Hong Kong and London. Professor Chan was called to the Hong Kong Bar in 1982. He specialises in human rights, constitutional and administrative law and has published extensively in both local and international journals. Professor Chan has served on various bodies such as the Bar Council, the Consumer Council, the Broadcasting Authority, the Press Council and the Central Policy Unit.
