Following is the speech made by the Financial Secretary, Mr Antony Leung, at the launching ceremony of the "CLP Lights Up Hong Kong 2003" at the Hong Kong Cultural Centre tonight (February 1):

Ladies and Gentlemen,

Kung Hei Fat Choy! It is my great pleasure to join you on this auspicious occasion to celebrate the Lunar New Year.

In just a few minutes, we shall see how the facade behind us will be transformed into a magical show through the dynamic power of light. The lighting show tonight will showcase some of the techniques which may be used in the Harbour Lighting Plan currently being development by the Tourism Commission.

Thanks to CLP for their generous sponsorship which brings to us this exquisite programme. I hope this multimedia light show will help members of the public appreciate what can be done and how modern, energy-efficient lighting techniques can add to our wonderful night vista.
