Funding of Projects by the Environment and Conservation Fund

The Environment and Conservation Fund (ECF) which provides financial support for environment- and conservation-related projects and activities now accepts funding applications. The ECF, which was set up by Government in 1994, aims to promote individual behavioural and life style changes to protect the environment and achieve sustainable development.

Three categories of projects are funded by the ECF -

(a) research and technology demonstration projects;

(b) educational, promotional and community involvement projects; and

(c) community waste recovery projects.

Only local non-profit making organisations are eligible to apply for ECF funding. However, technology demonstration projects on waste minimisation and recovery are open to application from locally incorporated companies as well.

The Finance Committee of the Legislative Council approved in May 2002 an injection of $100 million into the ECF for funding new applications. As part of Government's efforts to promote recycling, about 60 per cent of the injected funds will be used for supporting district organizations, green groups and voluntary organizations to carry out community-based and result-oriented projects to enhance awareness and promote public participation in waste prevention and recovery. These community waste recovery projects would last between 12 and 30 months and grants for each project would not normally exceed $500,000.
