The following is issued on behalf of the Legislative Council Secretariat:
The Legislative Council Panel on Security and Panel on Administration of Justice and Legal Services now invite members of the public and interested parties to express their views on the Consultation Document on Proposals to implement Article 23 of the Basic Law issued by the Administration on September 24, 2002.
Article 23 of the Basic Law provides that the Hong Kong Special Administrative Region shall enact laws on its own to prohibit any act of treason, secession, sedition, subversion against the Central People's Government, or theft of state secrets, to prohibit foreign political organizations or bodies from conducting political activities in the Region, and to prohibit political organizations or bodies of the Region from establishing ties with foreign political organizations or bodies.
The Consultation Document sets out the Administration's proposals as to how Article 23 of the Basic Law should be implemented. The Legislative Council Panel on Security and Panel on Administration of Justice and Legal Services are studying the proposals in the Consultation Document, and now invite public views on the subject.
Interested organizations and individuals are invited to submit their views in writing to the Clerk to Panel on Security by 29 October 2002 and to indicate whether they wish to make oral representations to the two Panels at the joint meeting to be held on 7 November 2002 (Thursday) from 4:30 pm to 6:30 pm. Submissions received will be made available to the media and the public unless advised otherwise. The submissions may also be made available on the website of the Legislative Council on the Internet.
