2002 Honours List

The 2002 Honours List will be published in the Government Gazette today (Sunday), 30 June 2002. This is the fifth full Honours List since the reunification.

The Chief Executive has accorded an honour or award to a total of 294 persons in this year's Honours List, including:

This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant personal contribution to Hong Kong or for their dedicated public and community service.

The presentation ceremony will be held later this year, tentatively in October.

2002 Honours List

Grand Bauhinia Medal (GBM) (4 names)

Citations

The Honourable TSANG Yam-kuen, Donald, JP

Mr Tsang is awarded the GBM for his long and illustrious service for Hong Kong. He has made immense contribution to Hong Kong's smooth transition, and in different spheres of public administration as the Chief Secretary for Administration since 2001, and during his tenure as the Financial Secretary from 1995 to 2001.

The Honourable LEUNG Oi-sie, Elsie, JP

Ms Leung is awarded the GBM for her distinguished public service, and for her significant contributions in ensuring the successful implementation of the new constitutional order under the "One Country, Two Systems" concept.

Sir David AKERS-JONES, JP

Sir David is awarded the GBM for his long and distinguished public and community service. Since his retirement from the Civil Service in 1987, he has sustained his contributions to Hong Kong through his participation in a wide range of community activities.

Professor TIEN Chang-lin

Professor Tien is awarded the GBM for his significant contribution to the promotion of innovation and technology in Hong Kong. He was the Chairman of the then Chief Executive's Commission on Innovation and Technology.

Mr Chau is awarded the GBS in recognition of his loyal and distinguished service with the Government over the past 34 years, particularly in the areas of satellite television broadcasting, commerce and industry and the protection of intellectual property rights.

Mrs Yam is awarded the GBS in recognition of the long and distinguished service she has rendered to the Hong Kong community and the Government with special contribution in the areas of public transport, anti-corruption and food and environment.

Mr Lee is awarded the GBS in recognition of his distinguished and dedicated service with the Government over the past 37 years, particularly in the planning and implementation of Hong Kong's major infrastructure projects.

The Honourable Mr Justice WOO Kwok-hing

Mr Justice Woo is awarded the GBS in recognition of his significant contribution, as the Chairman of the Electoral Affairs Commission, to the electoral arrangements of the Hong Kong Special Administrative Region.

Mr Stuart Wreford HARBINSON, JP

Mr Harbinson is awarded the GBS for his long and distinguished service with the Government and for his sterling contribution to Hong Kong in its participation in WTO activities.

Mr NG Wing-fui, Nicholas, JP

Mr Ng is awarded the GBS in recognition of the loyal and distinguished service he has rendered to the Hong Kong community and the Government over the past 31 years. Mr Ng has played a pivotal role in developing a comprehensive transport strategy for and in enhancing the transport infrastructure of Hong Kong.

Mr Hu is awarded the GBS for his long and dedicated community service, particularly for his outstanding contribution in serving the local sports community as well as in promoting sports at the international level.

Dr Chan is awarded the GBS in recognition of his distinguished public service and contribution to the development of the textiles and garment industries in Hong Kong.

Professor YOUNG Tse-tse, Rosie, JP

Professor Young is awarded the GBS for her distinguished contributions to public health service and to educational reforms in Hong Kong.

Dr CHENG Wai-kin, Edgar, JP

Dr Cheng is awarded the GBS for his significant contributions to the policy research and development work of the Government, and also for his services to the community in other areas, notably education and financial services.

Mr Gordon SIU, JP

Mr Siu is awarded the GBS in recognition of his distinguished and dedicated service to the Hong Kong community and the Government for 35 years, in particular to the development of urban renewal in Hong Kong.

Dr CHENG CHANG Yung-tsung, Alice

Dr Cheng is awarded the GBS for her distinguished public and community service, particularly her contribution towards the establishment of the Hong Kong Special Administrative Region, and her service in the areas of commerce and education.

Medal for Bravery (Gold) (MBG) (1 name)

Citation

Mr Zafar Iqbal KHAN (deceased)

Mr Khan is posthumously awarded the MBG in recognition of his utmost bravery he displayed in an armed bank robbery occurred in Tsuen Wan. On 5 December 2001, a masked robber armed with a revolver burst into the bank and declared robbery. Despite extreme danger to himself, Mr Khan who was on armed security guard duty inside the bank, challenged the robber to protect his employer's customers, business and property to the best of his ability till the very last moment. He cocked his shotgun and attempted to frustrate the robbery even after having been shot twice. Unfortunately, he was shot dead by the robber. Conscious of the danger to his own life, Mr Khan has shown selfless bravery of the highest order.

Silver Bauhinia Star (SBS) (25 names)

Mr Chao is awarded the SBS for his service to commerce and industry. He is one of the first Hong Kong manufacturers to set up operations in the Mainland and has made outstanding contribution in promoting industrial and commercial development between Hong Kong and the Mainland. He has also made valuable contribution towards the development of the aviation industry in Hong Kong.

Mr Ng is awarded the SBS in recognition of his distinguished and dedicated service in the Hong Kong Police Force and the Correctional Services for 35 years.

Mr Hsu is awarded the SBS in recognition of his exemplary and dedicated service with the Fire Services Department for 36 years.

Mr CHEUNG Hok-ming, JP

Mr Cheung is awarded the SBS for his long and outstanding community and public services in the New Territories, particularly in the Tai Po District.

Mr Robert Douglas POPE, JP

Mr Pope is awarded the SBS for his meritorious and dedicated service to the Government, particularly in the evolution of land administration policy. He retired as Director of Lands after serving 32 years with the Government.

Mr Shum is awarded the SBS in recognition of his long and distinguished public and community service in Hong Kong, in particular his contribution to the Eastern District.

Miss CHEUNG Man-yee, JP

Miss Cheung is awarded the SBS in recognition of the distinguished and dedicated service she has rendered to the Hong Kong community and the Government for 30 years. She retired as the Principal Hong Kong Economic and Trade Representative in Tokyo and was formerly the Director of Broadcasting.

Professor LEUNG Ping-chung, JP

Professor Leung is awarded the SBS in recognition of his valuable contributions to the University Grants Committee and to the development of Chinese medicine in Hong Kong.

Mr CHEN Nan-lok, Philip, JP

Mr Chen is awarded the SBS for his outstanding public service, particularly his dedication and contribution to the airline and tourism industries.

Mr WONG Kong-hon, JP

Mr Wong is awarded the SBS for his valuable contribution in promoting the participation in community affairs of the Fukienese in Hong Kong.

Mr LIU Ching-leung, JP

Mr Liu is awarded the SBS for his community service in the North District, his other public service and for his valuable contribution to the preparatory work for the establishment of the Hong Kong Special Administrative Region.

Dr Choi is awarded the SBS in recognition of his valuable services to the community in the youth, anti-drug and rehabilitation fields.

Mr PAU Shiu-hung, JP

Mr Pau is awarded the SBS in recognition of his valuable contributions to Hong Kong in architectural development and his meritorious leadership of the Architectural Services Department. The Director of Architectural Services has served the Government for 34 years.

Mr CHUNG Po-yang, JP

Mr Chung is awarded the SBS for his valuable contribution to the development of the logistics industry in Hong Kong.

Mr KWOK Man-wai, Tony, IDS

Mr Kwok is awarded the SBS for his distinguished and dedicated service in the ICAC. The Head of Operations has served in the ICAC for 27 years.

Mrs YU LAI Ching-ping, Helen

Mrs Yu is awarded the SBS in recognition of her loyal and dedicated service to the Hong Kong community and the Government for 36 years. She has made significant contribution in the area of building safety and standards, education and the re-organisation of municipal services.

Mr LAM Chung-lun, Billy

Mr Lam is awarded the SBS in recognition of his loyal and distinguished service to the Hong Kong community and the Government for 31 years. He retired as Acting Chief Executive Officer of the Hong Kong Airport Authority.

Mr WAI Kee-shun

Mr Wai is awarded the SBS for long and outstanding service in the development of sports in Hong Kong.

Mr Francis G. MARTIN

Mr Martin is awarded the SBS in recognition of his significant contributions, as the President of the American Chamber of Commerce, in fostering close economic and business ties between the United States and Hong Kong, and also for his active services to the Hong Kong community.

Professor Ruth E. S. HAYHOE

Professor Hayhoe is awarded the SBS for her outstanding contribution to the development of the Hong Kong Institute of Education during her tenure as Director of the Institute from 1997 to 2002.

Reverend Hugh PHILLIPSON

Reverend Phillipson is awarded the SBS in recognition of his outstanding contributions to Hong Kong in engineering management and development, and his meritorious leadership of the Electrical and Mechanical Services Department and the Water Supplies Department. He retired earlier this year after serving 25 years with the Government.

Mrs FEI SOO Mo-chi

Mrs Fei is awarded the SBS in recognition of her dedication in promoting work in the cultural circles for many years. She has also made valuable contributions to women's affairs and education in Hong Kong.

Professor John WONG

Professor Wong is awarded the SBS in recognition of his valuable public and community service, particularly in the medical field and the higher education sector.

Mr LAU Yuk-kuen, Douglas

Mr Lau is awarded the SBS in recognition of his distinguished and dedicated service in the Hong Kong Police Force for 36 years.

Ms TSAR Teh-yun

Ms Tsar is awarded the SBS for her outstanding achievement as a renowned qin master, and for her dedicated contribution to the art form and cultivation of traditional virtues in her students for the past 50 years.

Medal for Bravery (Silver) (MBS) (1 name)

Mr LEUNG Shing-yan (deceased)

Mr Leung is posthumously awarded the MBS in recognition of the gallantry of an extremely high order he displayed while performing duty in Tsuen Wan. On 14 March 2001, Mr Leung, a Police Constable, who was attached to the Patrol Sub-Unit of Lei Muk Shue Division, was deployed to the Shek Wai Kok Estate to investigate into a noise complaint. At the scene, he was shot five times. His service revolver and speed loader were also found missing. Investigations indicate that the officer was engaged in a vigorous struggle with his assailant(s) in an attempt to retain control of his firearm and effect a lawful arrest. In attempting to subdue his determined and vicious assailant(s), Mr Leung has shown excellent courage and the noblest quality of a public servant.

Mr Tyzzer is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Chief Superintendent and has served in the Force for over 34 years.

Mr Pik is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He is now a Chief Fire Officer and has served in the Fire Services Department for over 36 years.

Mr TSANG Kwong-kwai

Mr Tsang is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He is now a Chief Fire Officer and has served in the Fire Services Department for over 34 years.

Mr Chow is awarded the Hong Kong Immigration Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Immigration Department. He is now an Assistant Director and has served in the Immigration Department for over 32 years.

Mr Choi is awarded the Hong Kong Immigration Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Immigration Department. He is now an Assistant Director and has served in the Immigration Department for over 31 years.

Mr Leung is awarded the Hong Kong Correctional Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Correctional Services Department. He is now a Chief Superintendent and has served in the Correctional Services Department for over 31 years.

Mr CHAN Kong-sang, Dicky

Mr Chan is awarded the Hong Kong Correctional Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Correctional Services Department. He is now an Assistant Commissioner and has served in the Correctional Services Department for over 29 years.

Mr Graeme Macgregor McINTOSH

Mr McIntosh is awarded the Government Flying Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Government Flying Service. He was a Chief Aircraft Engineer and retired in 2001 after over 24 years' service in the Government Flying Service.

Mr Michael John BISHOP

Mr Bishop is awarded the Hong Kong ICAC Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the ICAC. He is now an Assistant Director and has served in the ICAC for over 21 years.

Mr Ng is awarded the BBS for his dedicated and meritorious service in the Hong Kong Police Force. He has served the Government for 35 years.

Mr Lee is awarded the BBS in recognition of his long and outstanding community service in the Sha Tin District, particularly in the promotion of sports activities.

Professor Li is awarded the BBS in recognition of his outstanding contribution to the electronic engineering and IT fields in Hong Kong.

Mr Lee is awarded the BBS for his valuable contributions to the publishing industry, in promoting Chinese culture and facilitating cultural exchanges between Hong Kong and the Mainland.

Dr Li is awarded the BBS in recognition of his outstanding contribution to the development of public hospital services, and to the treatment and prevention of AIDS in Hong Kong.

Ms Shum is awarded the BBS in recognition of her dedicated and meritorious service in the Personal Secretary Grade. She is currently the Senior Personal Assistant to Chief Secretary for Administration and has served the Government for 33 years.

Mr Sham is awarded the BBS in recognition of his dedication to community service and his contribution to promoting economic and cultural exchanges between Hong Kong and the Mainland.

Mr Yung is awarded the BBS in recognition of his loyal and distinguished service in the Auxiliary Medical Service. He is currently the Assistant Commissioner in the Operations Wing and has rendered invaluable service as a volunteer officer in the Auxiliary Medical Service for 32 years.

Mr CHEUNG Pak-hong

Mr Cheung is awarded the BBS in recognition of his valuable contribution to education, particularly in the development of Mathematics curriculum and education reform in Hong Kong.

Mr LOH Dai-jur

Mr Loh is awarded the BBS in recognition of his outstanding contribution to the promotion of industrial and commercial development in Hong Kong. He has helped forge a closer trade relationship between Hong Kong and the Mainland.

Mr Magnus is awarded the BBS in recognition of his contribution to community service, in particular his work with The Community Chest, the hotel industry, and the Hong Kong Tourism Board.

Mrs Wong is awarded the BBS for her dedicated and meritorious service in the Executive Officer Grade. She is currently the Director of Protocol and has served the Government for 29 years.

Professor YEUNG Chap-yung

Professor Yeung is awarded the BBS for his dedicated service to higher education and medicine, and for his valuable contribution to the community.

Mr YIP Shu-lam

Mr Yip is awarded the BBS for his outstanding achievements in promoting regional trade between Hong Kong and the South East Asia. He has also made valuable contributions in facilitating trade development and cultural exchanges between Hong Kong and the Mainland.

Mr Lau is awarded the BBS for his dedicated and meritorious service in the Hong Kong Police Force. The former Senior Assistant Commissioner of Police had served the Government for 36 years.

Mr Pau is awarded the BBS in recognition of his achievement in cinematography and positive contribution to the local film industry.
