Follows is a joint statement by Hong Kong SAR Government and the Government of the French Republic on the visit to France by the Chief Secretary of Administration, Mr Donald Tsang, on November 21 and 22 (Paris time):
Mr Donald Tsang visited France on November 21 and 22 at the invitation of the Minister of Economy and Finance, Mr Laurent Fabius.
During their meeting, Mr Tsang and Mr Fabius discussed the global economic situation and the consequences of China's entry into the World Trade Organisation. There were also discussions on the successful implementation of 'One Country, Two Systems' in Hong Kong since 1997. In addition, there was wide agreement on steps being taken to combat money laundering and the fight against terrorist financing.
During a luncheon at the Presidency of the Republic, the French authorities confirmed to Mr Tsang the extension of visa-free access for Hong Kong SAR Passport holders to nine overseas departments and territories of the French Republic. This decision, which follows the European decision of December 2000 to lift visa requirements for short stays for HKSAR Passport holders entering the Schengen area, shows the will of both parties to develop the exchange of people between them, as well as mutual confidence in their determination to combat illegal immigration. In fact, co-operation in this area is also being considered.
The Chief Secretary for Administration also had discussions with the Secretary of State for Industry, Mr Christian Pierret, which mainly concerned prospects for co-operation between Hong Kong and France in the area of new technology, in particular information technology, which will be dealt upon through further consultations. Mr Tsang was also received at the National Assembly by the First Vice President, Mrs Christine Lazerges as well as by the Foreign Affairs Commission.
Finally, Mr Tsang took part in discussions with the Board of Directors of the French Institute for International Relations and met many French business leaders who were members of the Confederation of French Business (MEDEF).
The French authorities and the Hong Kong SAR are delighted at the success of this visit, which enabled both sides to confirm their mutual interest in strengthening relations, which have remained close and trusting. France takes a great interest in Hong Kong's development, in the maintenance of its specific status and its autonomy in areas under the SAR's responsibilities.
