Speech by Postmaster General

Following is the speech of Postmaster General, Mr Luk Ping-chuen, at Service Level Agreement Signing Ceremony on PayThruPost today (July 10):

Mr Shum, ladies and gentlemen and fellow colleagues,

It gives me great pleasure to share with you today this very moment. After months of negotiation, agreement is now finally reached between Hongkong Post and the Treasury on the arrangement on the PayThruPost (PTP) Service. According to the Service Level Agreement we sign today, Hongkong Post will provide government bill payment service at 126 post offices as from 3 October this year. The extended PTP service not only opens up new opportunities for Hongkong Post but also renders a more convenient and efficient payment service to the public.

Providing the best services the customers has all along been our prime concern. The PayThruPost Service was first launched in April last year to accept bill payment for the two electricity companies and subsequently gas company as well as PCCW's fixed telecom and IDD bills. Our endeavour came as an immediate success and received very encouraging response from all walks of life. Now I have much pleasure to announce that we have the consent of the Treasury to provide government payment service to the public. From October onwards, the public will enjoy a more comprehensible payment solution.

I have to extend on behalf of my staff in Hongkong Post to Mr Shum Man-to, the Director of Accounting Services as well as the colleagues in the Treasury and many other government departments, for their kind assistance throughout our discussions and preparation. I trust that with our concerted effort, the extended PayThruPost service will be as successful as ever.
