Speech by Postmaster General

The following is the speech by the Postmaster General, Mr Luk Ping-chuen, at the Issuing Ceremony of the official souvenir cover commemorating the launching of the Electronic Service Delivery Scheme today (0January 19):

Mrs Yau, distinguished guests and friends from the media,

Thank you for joining us today at the issuing ceremony for the souvenir cover commemorating the launching of the Electronic Service Delivery (ESD) Scheme. I would like to extend our special thanks to the Secretary for Information Technology and Broadcasting, Mrs Carrie Yau, for officiating today's ceremony.

The souvenir cover is issued in commemoration of the launching of the ESD Scheme by the Information Technology and Broadcasting Bureau of the HKSAR. The ESD Scheme enables the public to gain access to public services through the Internet and other electronic means. Different parties would be benefitted from the scheme. We can anticipate that the quality and efficiency of public services would be enhanced and the development of e-commerce fostered.

Hongkong Post renders full support to the Government in promoting electronic services. Apart from this souvenir cover issued today, we had already set up a Certification Authority to provide a safe and secure environment for online transactions, which allows for authentication and digital signing by using the Hongkong Post e-Cert. Applications for the e-Cert are easily available at all post offices.

Hongkong Post is glad that our services can well support the ESD Scheme. Our concerted effort will surely contribute to make Hong Kong a leading digital city.
