Traffic arrangements in Kowloon for New Year's Eve

Police will implement crowd management and special traffic arrangements in Tsim Sha Tsui and Hung Hom to facilitate the public to celebrate New Year.

The following traffic arrangements will be implemented on December 31 in four phases.

Phase I

This phase will start at 8.30 pm until such time as directed otherwise by Traffic Police.

1. Eastbound traffic from Peking Road will not be allowed to turn right into the southbound carriageway of Kowloon Park Drive;

2. Westbound traffic from Middle Road will not be allowed to turn left into the southbound carriageway of Kowloon Park Drive;

3. Westbound traffic on Salisbury Road cannot turn right into Middle Road;

4. Granville Road, east of Chatham Road South, will be re-routed one-way eastbound and restricted to franchised buses and public light buses only;

5. Traffic on Science Museum Road cannot turn into Granville Road;

6. Granville Square will be closed.

Phase II

This Phase will start at 9 pm.

A. The following road closures and traffic diversions will be implemented during pedestrianisation:

1. A section of Canton Road between Kowloon Park Drive and Salisbury Road will be closed. Traffic along southbound Canton Road will be allowed access to the China Hong Kong City terminus or be directed to make a U-turn to northbound Canton Road at its junction with Kowloon Park Drive;

2. The northbound carriageway of Kowloon Park Drive, a section of Salisbury Road between Canton Road and Kowloon Park Drive, and the Star Ferry Pier will be restricted to franchised buses only;

3. Haiphong Road, Ichang Street, Peking Road, Middle Road, Ashley Road, Hankow Road and Lock Road will be closed;

4. A section of Salisbury Road between Kowloon Park Drive and U-turn slip road near the International Mail Centre will be closed. All westbound traffic on Salisbury Road will be diverted into northbound Hong Chong Road;

5. Northbound carriageway of Nathan Road between Austin Road and Salisbury Road will be closed;

6. The southbound carriageway of Nathan Road at the junction with Granville Road will be closed. All southbound traffic will be diverted into Granville Road towards Chatham Road South;

7.A section of Granville Road between Nathan Road and Carnarvon Road will be re-routed eastbound. Traffic on northbound Carnarvon Road cannot turn left into westbound Granville Road;

8. Traffic along northbound Carnarvon Road cannot turn left into westbound Kimberley Road;

9. Carnarvon Road south of its junction with Cameron Road will be closed. Traffic on westbound Cameron Road cannot turn left into southbound Carnarvon Road;

10. Cameron Road west of Carnarvon Road, Cameron Lane, Humphreys Avenue, Prat Avenue, Hart Avenue, Mody Road (between Nathan Road and Chatham Road), Shun Yee Street, Hanoi Road, Cornwall Aveune, Bristol Avenue, Minden Row and Blenhiem Avenue will be closed;

11.The northbound carriageway of Chatham Road South between Salisbury Road and Cameron Road will be closed;

12. The southbound Chatham Road South, south of Mody Road will be closed. Traffic will be diverted into eastbound Mody Road to Science Museum Road;

13. A section of Mody Road between Chatham Road South and Science Museum Road will be re-routed one-way eastbound. Traffic on Science Museum Road cannot turn into Mody Road;

14. Mody Lane will be closed to traffic.

B. Closure of Hung Hom By-pass

1. The westbound carriageway of Princess Margaret Road Link and Hung Hom Bypass will be closed. All traffic will be diverted to keep right into southbound Hong Chong Road;

2. The up-ramp road from Hung Hom Road heading for Tsim Sha Tsui will be closed and all traffic is diverted to the new Hung Hom reclamation roundabout;

3. The 'C' loop from Chatham Road North turning left into Hung Hom Bypass will be closed. All traffic will be diverted onto southbound Hong Chong Road;

4. All traffic on Metropolis Drive from the Hung Hom Kowloon-Canton Railway Station will not be allowed to make right turn. All traffic will be diverted to either left into northbound Princess Margaret Road link northbound, or to go straight ahead into Hung Lai Road towards Whampoa Garden areas;

5. The westbound carriageway of Hung Hom Bypass is an emergency route from Hung Hom Fire Station.

Phase III

Star Ferry Bus Terminus will be pedestrianised at 9 pm depending on the crowd situation. The closure of Star Ferry Bus Terminus will be implemented as follows:

1. Access of franchised buses to the Star Ferry Bus Terminus via southbound Kowloon Park Drive will be prohibited. All buses will be directed to make a U-turn at the junction of Canton Road and Kowloon Park Drive. Temporary bus-stops will be located along Canton Road between Austin Road and the China Hong Kong City; and

2. All remaining buses will be directed to leave the terminus via northbound Kowloon Park Drive.

Phase IV

Police may further pedestrianise Tsim Sha Tsui area if required. Road closures and traffic diversions will be as follows:

1. A section of Nathan Road between Jordan Road and Austin Road will be closed to traffic. Southbound traffic along Nathan Road will be diverted into Jordan Road. Bowring Street east of Pilkem Street will be closed to traffic. Westbound traffic along Jordan Road cannot turn left into southbound Nathan Road;

2. Southbound Nathan Road, south of Austin Road, will be closed to traffic. Vehicles on Austin Road are not allowed to turn right into southbound Nathan Road;

3. Pine Tree Hill Road and Hillwood Road will be closed to traffic.

4. Eastbound traffic along Austin Road will be prohibited to turn right into Austin Avenue;

5. A section of Kimberley Road between Observatory Road and Nathan Road, Kimberley Street, Granville Road, Hau Fook Street, Granville Circuit, Cameron Road, Carnarvon Road, and Shun Yee Street will be closed to traffic;

6. The northbound carriageway of Chatham Road South up to its junction with Observatory Road will be closed to traffic;

7. The southbound carriageway of Chatham Road South between Cheong Wan Road and Granville Road will be restricted to franchised buses, hotel vehicles and public light buses only. Other traffic along southbound carriageway of Chatham Road South will be diverted into Austin Road and Cheong Wan Road;

8. Southbound Chatham Road South, south of Granville Road, will be closed. It will be retained as an access route for emergency vehicles and hotel vehicles; and

9. Mody Road and Mody Square will be closed.

10. Salisbury Road between Railway Approach to the KCR station and the U-turn slip road near the International Mail Centre will be closed. Traffic along southbound Hong Chong Road toward Salisbury Road will be diverted up-ramp to the KCR Station via the Railway Approach. The emergency gate of the Cross Harbour Tunnel, located south of the Railway Approach may be used as a back-up route for vehicles which have missed the first diversion.

11. Hong Wan Path and the cul-de-sac outside the International mail Centre will be closed.

Emergency Access

Southbound Kowloon Park Drive, southbound Chatham Road South, Hung Hom Bypass from southbound Hung Hom Road and southbound Nathan Road will be retained as emergency access routes for emergency vehicles during the period of road closures.

Hotel access

In the meantime, vehicular access to a number of hotels within the affected areas will be restricted during the period of road closures. Vehicles bearing hotel logos will be allowed to let passengers alight at the junction of Chatham Road South and Mody Road and the junction of Kowloon Park Drive and Peking Road only.

Carpark access

Carparks affected by the road closures will be closed at the time of the commencement of the Phase I and will remain closed during the road closures.

With effect from 3 pm on December 31 until 3 am on January 1, 2001, all on-street parking at the area south of Austin Road and Cheong Wan Road, including those outside the International Mail Centre, will be suspended.
