Chief Secretary for Administration's speech at JLG Reception

The following is the speech by the Chief Secretary for Administration, Mrs Anson Chan, at the JLG Reception today (Tuesday):

Minister of State Mr Battle, Deputy Director Chen, Ambassador Wu, Ambassador Paul, distinguished guests, ladies and gentlemen,

The reception this afternoon marks the end of a long journey by the Sino-British Joint Liaison Group, first begun over 14 years ago. Its mission was to ensure maximum continuity in the laws, institutions and life style of Hong Kong so that the territory can continue to flourish after 1 July 1997.

Some people probably only remember meetings of the JLG when there were heated exchanges or major difficulties. And it was always the stern soundbites from one or both sides that hit the media headlines. But those who were involved in the actual conduct of JLG business will know that most business was conducted in a calm, rational and pragmatic manner.

Of course, the relationship had its ups and downs. There were agreements and disagreements. But both sides were united in a common purpose - to do right by Hong Kong, to achieve a smooth transition and to ensure Hong Kong's future stability and prosperity.

Many people on both sides were involved in the painstaking work. Today, two and a half years down the road, we are all enjoying the fruits of the labour of the JLG. The transition has been a seamless one.

I hope all those who have participated in this enterprise will be gratified by the outcome. Hong Kong has withstood the impact of the most severe economic downturn in our recent history. We remain a free, open and tolerant society with our rights and way of life fully protected by the rule of law and an independent judiciary. Hong Kong remains a city in which the international community will always feel at home.

I wish, on behalf of the people of Hong Kong, and the Special Administrative Region Government, to thank warmly the representatives of both sides of the JLG and their staff, and also my colleagues in the Government, both past and present, for their dedication and years of hard work in turning the unique concept of "one country, two systems" into a reality. It is now up to the Government of the Special Administrative Region and the people of Hong Kong, with the support of the Central Government, to ensure its continued success.
